Digvijaya Singh Urges PM Modi to Suspend CBSE’s Three-Language Policy

Senior Congress leader Digvijaya Singh has reached out to Prime Minister Narendra Modi, requesting a halt on the mandatory implementation of the CBSE’s three-language policy for Class IX students during the ongoing academic session. Singh, who heads the Parliamentary Standing Committee on Education, has raised alarms about the sudden introduction of this policy, which has sparked concerns among parents regarding its potential to disrupt the educational landscape.

Concerns Raised Over Mid-Session Implementation

In his letter dated June 5, Singh highlighted that many parents of Class IX students have voiced legitimate worries about this immediate transition. He indicated that the rollout of the three-language policy without adequate resources—such as qualified teachers and appropriate textbooks—could mirror the earlier chaos experienced with the CBSE’s On-Screen Marking (OSM) system. The abruptness of this change could lead to significant confusion for both students and educators across the country.

Singh further pointed out that the CBSE’s own Governing Body had previously supported maintaining the current language framework until graded language textbooks, prepared by the NCERT, were made available. This contradiction has raised questions about the policymaking process within the education sector. He mentioned that despite a December 2025 meeting confirming existing language guidelines, the CBSE issued a directive on May 15, 2026, mandating schools to implement third-language instruction starting July 1, 2026.

According to Singh, this shift not only risks academic stability but also endangers the educational planning of numerous schools nationwide. He stressed that the lack of available resources and the early enforcement of this policy could negatively impact the learning experiences of many students.

Impact on Regional Languages and Teacher Availability

Singh voiced particular concern for students in regions where Hindi is not commonly spoken, such as in parts of the southern and northeastern states. The lack of availability of local dialects in the officially recognised languages could exacerbate the issue. He noted that while Sanskrit has gained popularity as a third-language option, there are significant shortages of qualified teachers and suitable textbooks, potentially undermining efforts to promote the language effectively.

Singh’s plea is for the immediate suspension of this three-language initiative for current Class IX students. He underscored that as legal proceedings concerning the policy are ongoing, the court’s verdict is not expected until July 15, 2026—well after the proposed implementation date. This situation heightens the urgency for PM Modi’s intervention to ensure a well-structured educational framework.

Additionally, Singh emphasised that well-considered policy decisions are essential for safeguarding the academic futures of millions of students across the country. The potential negative ramifications of hastily implemented policies could be substantial.

Addressing Other Educational Concerns

In recent days, Singh has also drawn attention to the NEET-UG paper leak issue and called upon PM Modi to issue a comprehensive report detailing instances of exam irregularities. The NEET (UG) examination was recently marred by allegations of a paper leak, leading to the cancellation of the exam that had taken place on May 3. A re-examination is set for June 21, as the Central Bureau of Investigation continues its investigations.

With countless students currently navigating immense pressure as they prepare for these pivotal examinations, Singh’s letters serve as a call to action for the government to reinforce trust in the education system. The issues he raises reflect broader concerns about how educational policies are crafted and implemented in a country where millions of futures hang in the balance.
