The meeting convened by Tamil Nadu Chief Minister C Joseph Vijay on Saturday saw only 19 Members of Parliament (MPs) attend, as major parties opted to boycott the discussions regarding the Centre’s proposed delimitation exercise. This exercise is aimed at defining the boundaries of electoral constituencies in order to better represent the population. The boycott came from both the DMK and AIADMK, who described the exercise as unnecessary and politically motivated.

Taking place at Kalaivanar Arangam, the meeting primarily addressed the implications of delimitation on the state. Reports have emerged indicating that the Centre may convene a special Parliament session after August 13 to discuss the Delimitation and Women’s Reservation Amendment Bills. Despite the potential consequences of these changes, attendance was notably low.

Among the 19 MPs present, the representation included 11 from the Congress Party, along with two each from the CPI, CPI(M), and VCK, and one each from the MDMK and IUML. Noteworthy attendees included Congress veteran P Chidambaram, VCK chief Thol Thirumavalavan, and MDMK’s Durai Vaiko. In contrast, the primary political opponents, the DMK, which has 22 Lok Sabha MPs and eight Rajya Sabha MPs, chose not to participate.

DMK’s Reasons for Boycott

DMK MP Kanimozhi articulated the party’s objections, stating that the agenda of the meeting was ambiguous. She noted that the topic had already received considerable attention during previous discussions led by former Chief Minister MK Stalin. “Today, Chief Minister Vijay had invited MPs for an all-MP meeting, but a majority of the MPs did not participate. The agenda of this meeting itself is not clear,” she said.

Kanimozhi highlighted that the Tamil Nadu Assembly had already passed a resolution regarding delimitation in February, thereby questioning the necessity of convening another meeting. She insisted that the DMK does not oppose delimitation, but emphasises the importance of conducting the exercise transparently and without diminishing the state’s political representation.

“We did not oppose delimitation. We wanted a fair delimitation. We all passed that position unanimously,” Kanimozhi stated, reiterating the party’s desire for a fair approach to the exercise.

Reactions from Political Parties

Similarly, the AIADMK labelled the meeting as a “hurriedly staged drama”, criticising the absence of a new delimitation Bill in Parliament and asserting that no formal announcements had been made regarding this initiative. The AIADMK questioned Chief Minister Vijay’s choice to hold a meeting on delimitation while not addressing the opposition’s calls for an all-party discussion concerning the Cauvery-Mekedatu water dispute.

The party implicated that the government might be using the delimitation matter as a diversion tactic in light of ongoing issues faced by farmers in the Cauvery delta, where there are reports of water shortages.

Chief Minister’s Stance on Delimitation

Chief Minister Vijay has consistently spoken against the Centre’s efforts regarding delimitation, labelling it as a “biased move” that could undermine the political representation of southern states, particularly Tamil Nadu. In a recent address in Karur, he reaffirmed his position by declaring that Tamil Nadu would reject any renewed attempts to further the issue of delimitation.

Vijay has emphasised that the state would not concede its political standing, asserting, “No matter who brings it, Tamil Nadu will not accept it. Nobody can take away our place, and we will not allow it.” His statements underline the ongoing contention surrounding the delimitation debate, particularly as the state approaches upcoming elections.
