Chhattisgarh’s Tendu Leaf Scheme Boosts Incomes Of Over One Lakh Forest Collectors

The Tendu leaf procurement scheme initiated by the Chhattisgarh government is making significant strides in supporting the livelihoods of forest-dependent communities in Balrampur district. The scheme facilitates direct purchases of collected tendu leaves by the Forest Department, which subsequently transfers payments directly to the bank accounts of the beneficiaries.

Under this initiative, villagers involved in the collection of tendu leaves receive ₹5,500 for each “standard bag.” A standard bag comprises 1,000 bundles of tendu leaves, each containing approximately 50 leaves. The direct transfer system is aimed at ensuring prompt payment based on the accurate volume of leaves collected and deposited at designated procurement centres.

To manage the implementation of this scheme effectively, the local administration has set up a network of 482 procurement centres, operating under 44 cooperative societies across Balrampur. At these centres, personnel from the Forest Department carry out quality assessments to ensure that only premium leaves are accepted, discarding any substandard produce.

Operational Process for Leaf Collection

The collection process for tendu leaves commences early in the morning, around 5:00 am, as villagers venture into nearby forests to gather leaves. By midday, they return home to bundle their collection, and in the evening, they visit the procurement centres to sell their produce. This systematic approach not only streamlines the procurement process but also maximises the income potential for local collectors.

In addition to the certainty of payment, the scheme offers additional benefits such as life insurance coverage for the collectors. This aspect is crucial in providing financial security to those engaged in this activity, addressing potential risks associated with their work. Moreover, the state government is extending educational incentives, which include provisions for school-going children of beneficiaries as well as scholarships for academically successful students.

According to District Forest Divisional Officer Alok Bajpai, the scheme currently benefits over one lakh tendu leaf collectors in the district. The initiative has proven to be instrumental in enhancing earnings and financial stability for these communities, creating a positive impact on their overall quality of life.

Measures to Prevent Illegal Activities

Given Balrampur’s geographical location bordering three states, the Forest Department has taken further measures to prevent illicit activities related to the collection and transport of tendu leaves. Checkpoints have been established in border areas to monitor the movement of leaves and ensure that the benefits of the scheme are reserved for legitimate collectors working within the district.

Officials have confirmed that continuous patrolling and strict enforcement initiatives are in place to deter illegal transportation and protect the integrity of the procurement process. By focusing on these measures, the administration aims to guarantee that the benefits reach only those individuals who are genuinely engaged in the collection of tendu leaves.

This comprehensive approach has not only reinforced rural incomes but has also played a vital role in promoting transparency within the procurement of minor forest produce.
