Caste Politics Erupts After Increase in Bihar Police Encounters Under New Leadership

The recent surge in police encounters across Bihar has drawn significant public attention since Samrat Choudhary assumed office as Chief Minister on April 15. In the last five weeks, there have been approximately eleven reported encounters in various districts, including Patna, Siwan, Bhagalpur, Nawada, and Samastipur. During these events, two individuals reportedly lost their lives, while nine others sustained injuries due to police gunfire.

The Bihar Police has informally labelled these incidents as “half encounters” or “Operation Langda,” indicating a strategy where suspects are shot specifically in the legs. This practice raises questions about the implications of such measures on policing and accountability within the state.

Political Reactions and Allegations

The increase in encounters has sparked a heated political debate in Bihar, with opposition leaders making allegations concerning targeted actions based on caste lines. Tejashwi Yadav, a prominent leader from the Rashtriya Janata Dal (RJD), has claimed that the police are focusing their efforts disproportionately on individuals from the Yadav community. He has expressed concerns over the perceived biases in police encounters, suggesting that caste plays a significant role in these actions.

In response to these allegations, Chief Minister Choudhary dismissed the claims with sarcasm, questioning the logic behind suggesting that police should inquire about caste prior to executing encounters. He emphasised his administration’s objective of promoting effective governance and maintaining law and order across Bihar.

Choudhary stated that he has instructed the police to act decisively against criminal elements without delay, reinforcing his commitment to ensuring public safety and security. His call for rapid action implies a zero-tolerance approach towards defiance against law enforcement.

Caste Dynamics and Criminal Cases

The ongoing caste discourse has attracted further commentary from Union Minister Jitan Ram Manjhi, who challenged the RJD regarding the intertwining of caste issues with criminal activities. Manjhi pointed out the significant representation of a particular caste among prisoners in Bihar’s jails, questioning why many land disputes and related crimes also seem to involve that same caste. He asserted that all criminals should be viewed as such, regardless of their caste identity.

Manjhi’s statements reflect an ongoing discourse about the complexities of caste in Bihar society, particularly as it relates to governance and law enforcement. He argued for a more nuanced understanding of the socio-political dynamics at play, especially in the context of the government’s actions against crime.

The recent police encounters have also resulted in the death of two criminals, Ramdhani Yadav and Sonu Yadav, both of whom were members of the Yadav community. Their involvement in serious criminal acts has reignited discussions about the intersections of caste, justice, and law enforcement practices, further complicating the narrative surrounding police encounters in the state.
