26 Killed in Sri Lanka Prison Violence, Justice Minister Accepts Responsibility

The unrest at Negombo prison in Sri Lanka has led to a rising death toll, now confirmed at 26, according to officials. This violence erupted on July 5, 2026, when clashes broke out between two rival groups of inmates. The situation escalated further on Monday when inmates seized weapons from prison guards, intensifying the chaos.

Justice Minister Harshana Nanayakkara stated that the unrest had resulted in significant injuries, with over 100 individuals reportedly hurt during the confrontations. The prison was accommodating approximately 1,800 inmates at the time of the violence, which has raised concerns regarding overcrowding and management within the facility.

Minister Nanayakkara expressed his commitment to addressing the issue by taking responsibility for the situation, given its occurrence within an institution under his jurisdiction. He informed the media that action must be taken to prevent similar incidents from recurring.

Details of the Clashes

Preliminary reports suggest that the unrest emerged from tensions between a faction allegedly involved in drug trafficking and another faction opposing such activities within the prison. This rivalry reportedly sparked the initial skirmishes leading to the violent outbreak.

Among the deceased are seven prison officials alongside nineteen inmates. Following the turmoil, authorities have intensified security measures, deploying the Police Special Task Force and riot control units to restore order within the facility. These measures have been implemented to ensure the safety of both inmates and prison staff.

In an effort to manage the situation, three inmates were transferred to the Pallansena Prison Camp on July 6. This action forms part of broader attempts by the Sri Lankan government to stabilise the environment inside the overcrowded prison.

Investigations Underway

In light of the tragic events, a special investigation is being conducted by the Prisons Department. AC Gajanayake, the Media Spokesman for the Department, stated that a dedicated team has been established to investigate the causes and circumstances surrounding the unrest. Their inquiry aims to understand what led to this alarming situation and how it can be prevented in the future.

A separate police investigation is also ongoing, with a magisterial inquiry initiated on Sunday to further assess the incidents that took place. These investigations underscore the urgency and seriousness with which the government is addressing the unrest and its implications.

While the situation at the Negombo prison is reported to be under control now, officials have recognised the need for significant alterations in management practices and policies to better serve the incarcerated population. The unrest highlights critical issues related to prison management and the need for reforms to ensure the safety of all involved.
