Uttarakhand Achieves Status as India’s Sixth Fully Literate State

Uttarakhand has officially reached a significant milestone in education by being recognised as India’s sixth fully literate state. This acknowledgment follows the state’s successful attainment of adult literacy benchmarks outlined in the National Education Policy (NEP) 2020 and the ULLAS (Understanding Lifelong Learning for All in Society) programme. The declaration marks Uttarakhand’s dedication to universal literacy and lifelong learning.

The formal announcement was made on July 8, when Governor Lt Gen (Retired) Gurmit Singh approved the proposal that confirmed the state’s full literacy status. With this achievement, Uttarakhand joins the ranks of Mizoram, Goa, Tripura, Himachal Pradesh, and Sikkim, which are also recognised as fully literate states in India.

Officials reported that the literacy rate in Uttarakhand has now surpassed 98 per cent, meeting the benchmarks set by the Government of India for adult literacy. This accomplishment is seen as a significant step towards enhancing the state’s educational landscape.

Chief Minister Acknowledges the Achievement

Chief Minister Pushkar Singh Dhami hailed the recognition as a historic milestone for Uttarakhand. He attributed the success to ongoing initiatives by the government and the active involvement of citizens across the state. Dhami expressed congratulations to the people of Uttarakhand for their role in this achievement.

According to Dhami, this accomplishment strengthens the state’s contribution to the vision of Viksit Bharat (Developed India) by 2047. He emphasised that collective efforts towards education would be vital for realising a developed nation and reassured the commitment of the government to enhance digital, financial, and life skills literacy among all citizens.

The proposal to declare Uttarakhand as a fully literate state initially gained approval from the state Cabinet on June 19, signifying a concerted effort towards achieving this educational goal.

Education Department Highlights Collaborative Efforts

State Education Minister Dr Dhan Singh Rawat described the achievement as a point of pride for every resident of Uttarakhand. He reiterated that the government’s commitment to ensuring quality and continual education aligns with the goals set out in NEP 2020.

Secretary of School Education, Ravinath Raman, pointed out that achieving full literacy creates a robust foundation for the state’s social and economic progression. Additionally, the Director General of School Education, Akanksha Konde, credited the successful milestone to the coordinated efforts of district administrations, educators, literacy volunteers, and community members throughout the state.

The collaborative efforts of various stakeholders include the Uttarakhand Government, the School Education Department, Samagra Shiksha, district administrations, and local communities. This approach has successfully propelled the ULLAS programme, which encourages lifelong learning and promotes skills beyond basic literacy.

The ULLAS initiative aims to foster a culture of continued education through digital literacy, financial literacy, and essential life skills. This holistic approach ensures that citizens remain empowered to navigate the changing social and economic landscape effectively.

With the recognition of full literacy status, Uttarakhand sets a new standard in adult education and reflects the effective implementation of both NEP 2020 and the ULLAS programme. This achievement reaffirms the state’s resolve to provide inclusive and equitable learning opportunities for all citizens.
