UP Cabinet Expansion: All Eyes On Yogi As Portfolio Puzzle Nears Resolution

Following the expansion of the Uttar Pradesh cabinet, the suspense surrounding the allocation of portfolios is expected to conclude today, May 15, 2026. Chief Minister Yogi Adityanath has been engaged in discussions in Delhi with Union Home Minister Amit Shah and BJP national president Nitin Navin. Sources indicate that these talks primarily focused on the distribution of ministries and the establishment of a new organisational structure within the state BJP unit.

The delay in announcing the new portfolio assignments, especially concerning the vital Public Works Department (PWD) currently under the Chief Minister’s purview, has sparked considerable speculation. It remains uncertain whether Adityanath will continue overseeing this crucial department or delegate it to one of the newly appointed ministers.

Insiders have reported extensive lobbying among ministers, with several members of the Yogi cabinet present in Delhi, seeking to secure important portfolios. BJP leadership appears to be considering social and caste dynamics while finalising the ministry distribution, which is seen as crucial to the party’s strategy ahead of upcoming elections.

Political Context of Cabinet Changes

The recent cabinet expansion is interpreted as part of the BJP’s broader plan to address challenges posed by the Samajwadi Party’s Programme for Development in Action (PDA), which targets diverse voter groups ahead of the 2027 Uttar Pradesh Assembly elections. The PDA includes appeals to backward classes, Dalits, and minorities, a coalition the opposition party has effectively promoted since the 2024 Lok Sabha elections.

Of the six BJP leaders who joined Adityanath’s government, three belong to OBC communities, and two are Dalits. This indicates the BJP’s intention to solidify its support base among non-Yadav OBCs and non-Jatav Dalits. Newly inducted OBC ministers include Bhupendra Chaudhary from the Jat community, Kailash Rajput from the Lodh community, and Hansraj Vishwakarma from the Lohar community. Krishna Paswan and Surendra Singh Daler represent Dalit groups, while Manoj Kumar Pandey from the Brahmin community is part of the reshuffle.

Furthermore, the promotion of Ajit Pal and Somendra Tomar, both non-Yadav OBC figures, to ministers of state with independent charge, highlights the BJP’s focus on enhancing representation from these communities in key positions within the government.

Implications of Recent Political Developments

The cabinet reshuffle follows a challenging electoral performance by the BJP in Uttar Pradesh during the 2024 Lok Sabha elections, wherein the SP-Congress alliance secured 43 out of the 80 seats, diminishing the BJP-led NDA’s representation from 64 to 36 seats compared to the previous election in 2019. Notably, the BJP lost the Ayodhya constituency to Awadhesh Prasad, a Dalit leader from the Pasi community.

Prasad stated that the cabinet reorganisation demonstrates the BJP’s anxiety regarding the SP’s PDA initiative, expressing confidence that the BJP will face defeat in the 2027 elections. In contrast, senior BJP leaders have rejected these assertions, asserting the party’s commitment to representing backward and Dalit communities effectively. Deputy Chief Minister Keshav Prasad Maurya referred to the SP’s PDA claims as unfounded, emphasising that the BJP genuinely cares for these groups.

The appointment of Manoj Kumar Pandey carries political significance as well. The former SP member, representing Unchahar in Rae Bareli, had previously distanced himself from the SP to support the BJP during the Rajya Sabha elections. His inclusion is perceived as a strategic move to strengthen the BJP’s rapport with Brahmins, a community that the opposition alleges has become disillusioned with the ruling party.
