Ukraine has appointed Serhii Koretskyi, the head of the state energy company, as its new Prime Minister. The 48-year-old engineer, who transitioned into business, will guide the nation through a winter expected to be particularly difficult due to ongoing Russian assaults. This marks the third time Ukraine has appointed a prime minister since the onset of Russia’s extensive invasion.

Koretskyi’s selection comes during a critical period in which President Volodymyr Zelenskyy has tasked him with stabilising the cash-strapped wartime administration. Unlike many of his predecessors, Koretskyi has not followed a traditional path through political roles or civil service. His extensive experience lies in the business sector, where he has spent over two decades managing fuel and food companies.

Before taking the reins of the Ukrainian energy sector, Koretskyi amassed a reputation as an effective crisis manager, known for turning around failing enterprises and achieving profitability. His leadership experience includes notable success at various state-owned energy firms, where he implemented strategies that improved operations.

Political Landscape and Challenges Ahead

Koretskyi’s appointment occurs amidst significant political unrest. As the parliament confirmed his position, a considerable gathering of protesters expressed their discontent in the city centre. These individuals voiced their frustration towards President Zelenskyy, claiming that Defence Minister Mykhailo Fedorov was unjustly removed in a sudden reshuffle of the government.

In his inaugural address to parliament, Koretskyi outlined several immediate priorities that will shape his administration. He emphasised the necessity of safeguarding Ukraine’s compromised energy infrastructure, stabilising the economy, ensuring efficient use of international aid, and increasing domestic arms production to support the ongoing conflict.

His previous roles, particularly as head of Ukrnafta and Ukrtatnafta, displayed his capability to improve the financial health of state-owned enterprises. Under his leadership, Ukrnafta recorded substantial profits and became one of Ukraine’s largest taxpayers while contributing significantly to the war effort.

Achievements at Naftogaz and Regional Impact

Last year, during a challenging period, Koretskyi was appointed head of Naftogaz, Ukraine’s major state energy company. This appointment followed significant declines in gas reserves exacerbated by Russian attacks on production facilities and mismanagement from the previous leadership. Koretskyi’s proactive measures included conducting an audit and launching a comprehensive restructuring plan aimed at eliminating redundancies and enhancing operational efficiency.

Under his direction, Naftogaz successfully rebuilt gas reserves to over 13 billion cubic metres and raised almost $1 billion, positioning the company to better withstand the pressures of the war. President Zelenskyy has remarked on Koretskyi’s preparedness for the position, highlighting winter readiness as a key factor in his selection.

As Koretskyi transitions from revitalising energy firms to steering Ukraine’s government during wartime, his agenda distinctly focuses on winter preparedness, maintaining economic stability, managing aid, and bolstering arms production capabilities. His ability to navigate these challenges will be crucial for Ukraine as it continues to contend with the ongoing conflict and its repercussions.
