“Those Who Oppose Will Pay for Long Time”: PM Modi Warns Opposition Regarding Women’s Reservation Bill

The CSR Journal Magazine

Prime Minister Narendra Modi on April 16, 2026, delivered a firm warning to the Opposition during a debate in the Lok Sabha regarding their objections to the Constitution (131st Amendment) Bill, which aims to implement women’s reservation starting with the 2029 Lok Sabha elections. He stated that opposing the bill would result in long-term consequences for the dissenters, underlining the importance of involving more women in political decision-making.

Historical Context of Women’s Representation

During his address, PM Modi highlighted that the movement for women’s reservations in India began over 25 years ago. He noted that those who resisted such initiatives at that time did not succeed in suppressing women’s political aspirations, suggesting that a similar attitude today would be unwise. The Prime Minister pointed out that women have gained significant political awareness, especially those elected at the grassroots level in panchayat elections, and are now vocally asserting their influence in governance.

Modi observed that women leaders from grassroots levels have become increasingly engaged and are capable of affecting policy decisions. He emphasised that today’s political landscape includes women who understand the challenges faced by their communities, having been witnesses to their joys and sorrows. He cautioned that any failure to support the bill from current opposition parties would incur repercussions in the future, as these women are now actively participating in the political sphere.

The Prime Minister encouraged the Opposition to reconsider their stance and support the passage of the bill unanimously, framing it as a democratic necessity rather than a partisan issue. He asserted that ownership of the bill should not be attributed to any single entity or individual, but rather, it is a collective effort aimed at strengthening democracy.

Call for Unanimous Support

In his address, PM Modi reiterated the need for a united front in passing the Women’s Reservation Bill. He stated that the implications of the bill favour the democratic fabric of the country and should not be politicised. The Prime Minister urged all Members of Parliament to view the initiative as beneficial for collective governance, rather than attributing credit to any single political faction, including himself.

As the debate continued, it was clear that Modi’s appeal was directed at fostering collaboration across party lines for the betterment of women’s representation in legislative bodies. His message sought to rally support by framing the question of women’s empowerment not merely as a legislative matter, but as a moral obligation to enable a representative democracy.

The Constitution (131st Amendment) Bill is part of a series of legislative measures introduced, including the Delimitation Bill and the Union Territories Laws (Amendment) Bill. PM Modi’s focus was on garnering consensus within the Lok Sabha, despite ongoing concerns and criticisms from various Opposition parties regarding the Delimitation Bill.

Current Legislative Environment

The introduction of the aforementioned bills has sparked considerable debate, with some Opposition members expressing apprehension about the implications of the Delimitation Bill. Despite these concerns, PM Modi emphasised the overarching goal of empowering women through increased representation, calling upon the Opposition not to misinterpret the political dimensions of the legislative process.

The Lok Sabha Speaker, Om Birla, initiated the formal process for division on the introduction of the Constitution (131st Amendment) Bill, indicating the government’s intent to push forward with the legislation. Modi’s remarks underscored a pivotal moment in Indian politics as the country grapples with issues of representation and gender equality within its legislative framework.
