PM Modi Announces Expanded India-Cyprus Cooperation Across Key Sectors

Prime Minister Narendra Modi announced the advancement of India-Cyprus relations to a Strategic Partnership during a press briefing on May 22, 2026. This elevation aims to introduce new ambition and momentum into the bilateral ties between the nations. Following a meeting with Cypriot President Nikos Christodoulides, PM Modi remarked on the resilient bond shared by both countries, underscoring the nearly doubled investment from Cyprus over the previous decade.

In his address, PM Modi stated, “The bond between India and Cyprus has repeatedly stood the test of time.” He expressed optimism that the newly formed Strategic Partnership would lead to enhanced cooperation and economic growth. He highlighted the importance of ongoing investment, linking this progress to developments in the India-European Union Free Trade Agreement (FTA).

Economic Initiatives and Memorandums of Understanding

The new partnership features a robust economic framework aimed at doubling investments within five years. PM Modi noted the significance of the Free Trade Agreement with the European Union, suggesting it would create further opportunities for both nations. He stressed, “Building on these developments, we aim to double this investment again within the next five years.”

To achieve these goals, India and Cyprus signed several Memorandums of Understanding (MoUs). These agreements focus on foundational sectors such as digital infrastructure, fintech ecosystems, and research collaborations. The MoUs also aim to establish frameworks for student exchanges and joint scientific research while finalising a comprehensive Migration and Mobility Agreement alongside a Social Security Agreement to safeguard the rights of professionals relocating between the countries.

Additionally, a MoU aimed at establishing a joint working group for counter-terrorism was also signed. This agreement is crucial given Cyprus’s strategic location in the Eastern Mediterranean and its role as the current President of the Council of the European Union.

Enhancements in Defence Cooperation

During the announcement, PM Modi underscored the upgrade in defence relations between India and Cyprus. A new Joint Working Group on Counter-Terrorism was established to combat radicalisation and address cross-border threats. Moreover, targeted expansions in defence cooperation are focused on cyber security, maritime domain awareness, and counter-terrorism operational frameworks.

PM Modi affirmed, “Our defence collaboration with Cyprus has also increased,” indicating a commitment to strengthening joint efforts in security matters. These initiatives mark a significant step towards closer ties in defence and security, emphasising both countries’ dedication to safeguarding their shared interests.

The Prime Minister articulated the fundamental principles underpinning the Strategic Partnership, stating that it is grounded in shared values like democracy and respect for sovereignty. He remarked, “India is, and will continue to be, fully dedicated to upholding these principles,” reflecting a commitment to a mutual respect between nations.

High-Level Diplomatic Engagements

President Christodoulides’s visit builds on the momentum from PM Modi’s historic trip to Cyprus, the first by an Indian Prime Minister in over two decades, which took place in June 2025. The Cypriot leader’s agenda included significant discussions with business leaders in Mumbai, aiming to showcase investment prospects in various sectors, including shipping and financial services.

The visit also included a diplomatic luncheon hosted by PM Modi at Hyderabad House, following which President Christodoulides proceeded to Rashtrapati Bhavan. There, he was received by President Droupadi Murmu, who hosted an official state banquet in his honour.

The Ministry of External Affairs noted that this visit signifies an important step in solidifying the India-Cyprus partnership, highlighting the involvement of a high-level delegation from Cyprus, including Foreign Minister Constantinos Kombos and Transport Minister Alexis Vafeades, among other senior officials. This engagement underlines the growing diplomatic ties and shared ambitions between the two nations.
