Parliamentary Health Panel Reviews NEET-UG Conduct and Regulatory Efficiency

The CSR Journal Magazine

A parliamentary panel convened on Thursday to examine the functioning of regulatory bodies under the Health Ministry concerning the conduct of the NEET-UG examination by the National Testing Agency (NTA). The Parliamentary Standing Committee on Health and Family Welfare, led by Samajwadi Party MP Ram Gopal Yadav, engaged with NTA representatives and domain experts who presented their findings and recommendations during the session.

The committee specifically addressed the organisation, mandate, and operational efficiency of the regulatory institutions related to the Ministry of Health and Family Welfare. The discussions also covered the NEET examinations performed under the National Medical Commission (NMC) Act, 2019, providing a comprehensive overview from both experts and officials within the NTA.

During the meeting, a presentation titled “One Nation – One Entrance Test” was delivered by Balaveera Reddy, a former chairman of the Board of Governors at the National Institute of Technology Karnataka, and the ex-vice chancellor of Visvesvaraya Technological University in Karnataka. This presentation aimed to highlight innovative approaches to streamline the entrance examination process.

Healthcare Affordability and Accessibility

In addition to NEET-UG matters, the parliamentary panel addressed concerns related to the affordability and accessibility of healthcare facilities in both public and private sectors. The committee heard testimonies from key figures, including the secretary of the National Pharmaceutical Pricing Authority and the chairpersons of both the Quality Council of India and the National Accreditation Board for Hospitals. The Drugs Controller General from the Central Drugs Standard Control Organisation also contributed to this critical discussion.

The ongoing NEET controversy has previously attracted attention from two other parliamentary committees, which summoned top officials from the Health and Higher Education ministries. These sessions included officials from the NTA, the NMC, and the Central Bureau of Investigation (CBI), currently investigating allegations of a paper leak concerning the NEET examination.

This makes the health committee the third group to assess the NEET situation, following thorough discussions in the Parliamentary Committee on Education, Women, Children, Youth and Sports, as well as the Parliamentary Committee on Government Assurances. Earlier proceedings have focused on identifying definitive measures to bolster the NTA’s operations, particularly to mitigate risks associated with paper leaks in medical entrance examinations.

NEET-UG Rescheduling and Investigations

The NEET-UG exam, initially slated for May 3, faced cancellation due to allegations of a paper leak. Subsequently, it was rescheduled and conducted on June 21. The government took decisive steps to address public concerns regarding examination integrity and ensure transparency in the process.

In conclusion, the health panel’s review encompassed various aspects of the NEET-UG examination, aiming to bring about meaningful improvements within the health sector’s regulatory framework. By seeking written reports from the relevant authorities, the panel intends to establish actionable measures that can enhance the overall effectiveness of these institutions moving forward.

As discussions progress, the parliamentary panel remains committed to addressing the pressing issues surrounding NEET-UG and the broader health regulatory landscape. This ongoing engagement signifies a critical step toward implementing necessary reforms within India’s healthcare and educational systems.
