Naveen Patnaik Establishes Conditions For Supporting Delimitation Bill

Former Odisha Chief Minister Naveen Patnaik has articulated specific conditions under which he and his party, the Biju Janata Dal (BJD), would endorse the Delimitation Bill. In a letter addressed to current Chief Minister Mohan Charan Majhi on April 15, 2023, Patnaik emphasised the importance of safeguarding Odisha’s political rights. He posited that any possible reductions in these rights could severely hinder the ambitions of both the state and its populace.

Patnaik asserted that political representation transcends mere numerical values, stressing that any alterations impacting Odisha’s standing might infringe upon the principles of cooperative federalism outlined in the Constitution. The BJD leader urged the Chief Minister to take decisive action on this matter, expressing the belief that it is a critical issue necessitating immediate attention.

In the context of the delimitation process, Patnaik requested that a special session of the Odisha Assembly be convened within two days. He advocated for a resolution that would ensure that none of Odisha’s political rights, even at 0.001 per cent, would be diminished by other states. He framed the matter as not only a political issue but also a reflection of the future and fate of Odisha.

Women’s Reservation Bill Advocacy

Alongside the Delimitation Bill, Patnaik expressed his firm support for the Women’s Reservation Bill. He recalled the legacy of former Chief Minister Biju Patnaik, who was an early advocate for women’s empowerment and legislative representation. He highlighted that the BJD has historically championed women’s rights, ensuring substantial representation in both Parliament and state assemblies.

Patnaik pointed out that Odisha has already implemented a 50 per cent reservation for women in Panchayati Raj institutions, further demonstrating the state’s commitment to female representation. He voiced his endorsement for national legislation aimed at bolstering women’s empowerment, reinforcing the party’s continued advocacy for this cause.

The Nari Shakti Vandan Adhiniyam, 2023, which is designed to establish 33 per cent reservation for women legislators, is reportedly linked to the ongoing delimitation process. The government aims to implement the provisions of this bill ahead of the 2029 General Elections by potentially amending the 2023 Act and adjusting constitutional provisions to separate the delimitation process from census data collected in 2027.

Delimitation Process and Opposition Concerns

Sources indicate that the government is contemplating an increase in Lok Sabha seats from 543 to 850, with a proposed distribution of 815 seats for the States and the remaining 35 allocated for Union Territories. This anticipated enlargement has raised concerns among opposition parties, who argue that the arrangement is not planned on a proportional basis for each state.

The opposition, including parties from the INDIA bloc, has voiced apprehensions that the proposed seat adjustments could diminish the representation of southern states in the Lok Sabha. These issues arise against the backdrop of the delimitation exercise, which is governed by Article 82 of the Constitution and is inherently tied to the demographic composition of individual constituencies.

As the discourse around these bills unfolds, the BJD’s strict conditions emphasise fundamental principles of representation and equity, ensuring that the interests of Odisha are prioritised in any legislative developments. The complexities involved in the delimitation process have incited a broader dialogue regarding the implications for political rights across various states.
