Mumbai 3.0 Project Initiated with 323 Sq Km Development Across 124 Villages

The Maharashtra government has advanced its plans to establish a new urban and economic centre outside of Mumbai. This initiative, known as the Mumbai 3.0 project, will cover an area of 323.44 square kilometres in the Raigad district and involve the incorporation of 124 villages from Uran, Panvel, and Pen talukas into a planned urban development zone.

The Mumbai Metropolitan Region Development Authority (MMRDA) has engaged the services of Singapore-based Surbana Jurong Infrastructure Pte Ltd to draft the master plan, vision document, and comprehensive planning framework for this ambitious urban project. This appointment marks the commencement of the detailed planning phase for Mumbai 3.0, which is being positioned as a new growth hub within the Mumbai Metropolitan Region.

It is anticipated that this planned urban space will not only modernise residential infrastructure but also include a range of commercial zones, logistics parks, and employment centres aimed at stimulating economic activity in the region.

Infrastructure Development and Connectivity Improvements

Strategically located, the Mumbai 3.0 project is conveniently positioned near major infrastructure developments such as the Atal Setu, also referred to as the Mumbai Trans Harbour Link, and the Navi Mumbai International Airport. These transportation links are expected to enhance connectivity between the newly developed urban centre and surrounding areas.

The proposed urban hub will benefit from extensive connectivity options, including road, metro, rail, and logistics networks. This accessibility is intended to support the emergence of Mumbai 3.0 as a significant growth centre within the Mumbai Metropolitan Region.

In addition to transport infrastructure, the project is planned to host institutions and businesses centred around education, healthcare, technology, innovation, and commerce to promote socio-economic development.

Land Acquisition and Future Perspectives

The MMRDA initiated the land acquisition process for the Mumbai 3.0 project in April 2026. Landowners in the affected areas have been presented with various compensation options, which include monetary payments, compensation through Floor Space Index, and Transferable Development Rights, as well as a land pooling model. Under the land pooling arrangement, eligible landowners can receive a share of the developed land in return for their contributions to the project.

This comprehensive land acquisition effort is critical for the successful realisation of the Mumbai 3.0 project, which aims to alleviate the existing population and infrastructure pressures faced by Mumbai and Navi Mumbai. The plan underscores Maharashtra’s broader strategy to expand the Mumbai Metropolitan Region and foster new employment and economic opportunities.

As the government envisions developing Mumbai 3.0 into an international-scale urban centre, the ongoing preparation of the vision document and master plan by Surbana Jurong will steer the developmental framework of the ambitious 323.44 sq km project. This initiative is expected to redefine urban living and economic dynamics between Mumbai and the Navi Mumbai Airport in the upcoming years.
