MP Doctor Holding Multiple District Posts Faces Bribery Probe

The CSR Journal Magazine

A recent bribery case in Madhya Pradesh has revealed significant administrative discrepancies after a contractual doctor, Dr Mahesh Chand Sharma, was apprehended for allegedly accepting a bribe of Rs 5,000 at the Ufri Primary Health Centre in Shahdol. This incident has widened into a major controversy as it became known that Dr Sharma was officially listed as working in three separate districts simultaneously.

The Local Anti-Corruption Bureau arrested Dr Sharma on July 3 during a sting operation. Following his arrest, an investigation into his professional records unveiled that he was not only employed in Shahdol but also held positions in Khargone and Sheopur districts. The dual and potentially triple postings have ignited serious scrutiny regarding the health department’s oversight of attendance and salary processes.

As the facts emerged, questions began to arise regarding the administrative measures in place to confirm that a single individual could not claim attendance and remuneration across multiple locations. This discrepancy points to a fundamental failure in record keeping and verification protocols within the health sector.

Chief Medical Officer Initiates Inquiry

In response to the revelations, Dr D S Chauhan, the Chief Medical and Health Officer (CMHO) of Khargone, has ordered a comprehensive inquiry into the situation. He instructed the Block Medical Officer of Segaon to gather and review various documents related to Dr Sharma’s employment, including attendance records, salary payments, and leave applications dating back to his appointment earlier this year.

Dr Chauhan indicated that his knowledge of the issue came primarily from media coverage. He expressed concern over the integrity of the payment system, acknowledging that if salary disbursements were made despite the evident irregularity, it would highlight a significant administrative shortcoming. The CMHO committed to providing a detailed report to the Managing Director of the National Health Mission as part of the inquiry.

This inquiry is likely to uncover the specifics surrounding the appointment process, including the verification of attendance and payment distributions, and aims to identify any individuals responsible for the oversight.

Concerns Over Department Oversight Mechanisms

This case has intensified scrutiny on the monitoring systems within Madhya Pradesh’s health department. There are rising concerns regarding how a contractual medical officer could maintain official postings across three districts concurrently without alarming authorities. Observers are eager to understand how this oversight was permitted and what mechanisms failed in the process.

The investigation is expected to reveal at what administrative levels these irregularities occurred, as well as whether there is accountability regarding the failure to enforce standards in attendance verification and salary payments. Health department officials are under pressure to ensure that adequate procedures are put in place to prevent a recurrence of such irregularities.

As the inquiry progresses, officials and the public alike await clarity on the governance of contractual positions within the health sector, which has direct implications on service delivery and resource management. The outcome may lead to broader implications for how medical personnel are employed and monitored across the state.
