The Special Investigation Team (SIT) has arrested Arun Kumar, the alleged director of the agency responsible for conducting the JSSC Junior Engineer examination, in Mumbai. This arrest was made public on August 11, following Kumar’s suspected involvement in a significant paper leak scandal that surfaced during the examination held on July 3. Authorities stated that he was apprehended and subsequently placed in judicial custody on August 10.

Kumar is reported to be associated with Bynsis Technology Pvt Ltd, a New Delhi-based organisation located in Nalanda district, Bihar. The competitive examination aimed to fill 1,279 Junior Engineer vacancies. However, the integrity of the exam was compromised when answer keys were allegedly circulated online prior to the first shift of the examination, prompting the JSSC to cancel the test.

Chronology of the Investigation

The investigation commenced after a formal complaint was filed by candidate Mithlesh Kumar Mahto, leading to the registration of an FIR at Namkum Police Station on July 14. The FIR includes serious charges under multiple sections of the Indian Penal Code (IPC), the IT Act, as well as the Bihar Conduct of Examinations Act. In response, a dedicated SIT was formed to investigate the situation further.

According to initial findings, the paper leak was orchestrated by a well-connected syndicate associated with Bynsis Technology Pvt Ltd. Reportedly, candidates were convened in Patna and trained to memorize the leaked question papers and answers prior to participating in the exam. The scope of the investigation has expanded to uncover the full extent of the alleged operation.

Prior to Arun Kumar’s capture, law enforcement officials had already detained five suspects in connection with the case, namely Ranjit Mandal, Deepak Kumar, Abhishek Kumar, Deepak Srivastava, and Krishna Kumar, who is reportedly a Senior Manager at Bynsis Technology Pvt Ltd. These individuals are believed to have played crucial roles within the syndicate.

Ongoing Actions and Student Protests

In the wake of these developments, law enforcement continues to conduct raids in search of other suspects still at large. The recent arrest of Arun Kumar is part of a broader effort to address this case and restore the integrity of the examination process. Additionally, three members of the Jharkhand Public Service Commission (JPSC) resigned on August 6, in connection with the fallout from the incident.

The state government has announced a multi-faceted action plan, which includes investigations by the Crime Investigation Department (CID) and the Enforcement Directorate (ED), focusing on potential recruitment irregularities related to the examination process. Students have been vocal in their demands, insisting that a Central Bureau of Investigation (CBI) inquiry be launched to scrutinise the matter further.

Protests have erupted among students following the outcome of the 14th JPSC Civil Services Preliminary Examination results announced on July 5. Aspirants have alleged numerous irregularities within the recruitment process, igniting widespread unrest among hopeful candidates. These ongoing demonstrations highlight the critical need for accountability and transparency in the examination procedures across the state.
