A.T.K. Anil Kumar, a 1995-batch Indian Administrative Service (IAS) officer from the Karnataka cadre, has officially taken up his position as the Secretary of the Department of School Education and Literacy within the Ministry of Education. His appointment commenced on 24 July 2026. This announcement was made by the Ministry of Education through a post on the social media platform X, stating Kumar’s extensive administrative background and qualifications as assets to his new role.

Previously, Kumar served as an Additional Secretary in the Ministry of Rural Development, where he gained considerable experience in various administrative functions. His appointment comes at a crucial time for the education sector in India as it faces numerous challenges and changes.

The Ministry of Education has expressed optimism about Kumar’s capabilities, highlighting his proven track record in public administration. This change in leadership is anticipated to influence the direction and policies of the Department of School Education and Literacy significantly.

Changes in Higher Education Leadership

On the same day, Naresh Pal Gangwar was appointed as Secretary of the Department of Higher Education, succeeding Vineet Joshi, who has been reassigned to the Department of Panchayati Raj. Gangwar’s new role places him at the forefront of addressing educational policies and ensuring effective governance in higher education.

This transition in leadership occurs amid ongoing concerns regarding examination integrity in various educational streams. The department has been facing scrutiny following recent controversies, particularly related to the National Eligibility cum Entrance Test (NEET-UG) and the subsequent paper leak issues.

Furthermore, sources indicate that the National Testing Agency (NTA) has taken decisive action against 47 of its officials. Reports suggest that these terminations are part of an extensive review and reform process initiated in response to the controversies surrounding examination protocols. Protests and Resignations Following Examination Irregularities

In a related event, a resignation was submitted by a member of the Union Cabinet, known as Pradhan, who stated that his decision was influenced by the desire to prevent the ongoing protests over examination irregularities from being manipulated by “anti-national forces.” This resignation follows a significant period of protests against alleged malpractice in examinations, which has included a notable hunger strike led by activist Wangchuk at the prominent site of Jantar Mantar.

The protests have been primarily organised by the Cockroach Janata Party (CJP), aimed at demanding transparency and accountability in the examination processes.
