In a recent statement, the Indian government has urged its citizens to exercise caution when considering employment on commercial vessels in conflict-affected maritime regions, particularly the Black Sea. This advisory comes in light of a tragic incident in which five Indian seafarers reportedly lost their lives due to attacks on commercial ships in the area.

The Ministry of External Affairs (MEA) emphasised the importance of evaluating the security conditions before accepting any job offers connected to maritime operations in these zones. As the conflict between Russia and Ukraine continues, the security risks to merchant shipping have significantly escalated, with recent missile and drone strikes highlighting these dangers.

According to the MEA, individuals seeking jobs on commercial vessels should closely consider the ramifications of working in such conflict-affected environments. The advisory specifically noted that incidents since April have increased alarmingly, culminating in the recent loss of lives.

Details of Recent Incidents Affecting Indian Nationals

The Indian Embassy in Ukraine confirmed that an incident involving a merchant vessel, which had four Indian nationals on board, occurred on July 25 at the Port of Odesa. The vessel, identified as MV AGN Ragnar, was reportedly struck, drawing concern from various quarters regarding the safety of crew members.

The embassy indicated that two of the four Indian crew members have been confirmed safe, while information regarding the other two is still pending. Efforts for search and rescue remain ongoing, with the embassy maintaining communication with local authorities to ascertain the situation of all crew members involved.

The nature of the attack, including its source and any operational details about the vessel’s crew, are yet to be disclosed. This uncertainty adds to the complexity of the situation, prompting the MEA to reiterate its advisory for Indians contemplating employment in these high-risk regions.

Recommendations for Indian Seafarers and Their Families

In its advisory, the MEA recommended that Indian nationals intending to work on commercial vessels acquire comprehensive information from their employers regarding the security conditions in the area. This includes understanding the vessel’s route, ports of call, security framework, as well as insurance coverage and emergency response strategies.

Seafarers have also been urged to ensure that their employment agreements align with international maritime regulations. Factors such as provisions for medical care, evacuation, repatriation, and compensation in emergencies should be clearly outlined.

The ministry further encouraged those taking up jobs to keep their families informed of their whereabouts, maintain regular contact, and reach out to the Indian Embassy or Consulates if they require any consular assistance.

Odesa, as one of Ukraine’s primary ports on the Black Sea, has faced repeated missile and drone assaults since the onset of the full-scale invasion in February 2022.
