The emergence of these two separate viral threats raises critical questions about international travel and the effectiveness of cross-border health coordination, particularly in light of lessons learned from the COVID-19 pandemic.

In the aftermath of widespread lockdowns due to the unpreparedness for COVID-19’s rapid spread, global leaders and health organisations are scrutinising their mechanisms for handling new outbreaks. The need for robust responses to these health emergencies continues to be paramount.

WHO Faces Funding Shortages Amid Health Crises

Since 2025, the WHO has encountered significant financial challenges due to reduced funding from its contributors, triggering concerns about its ability to respond effectively to health emergencies. The organisation’s budget for its projects from 2026 to 2027 has been cut by 9 per cent, amounting to over $6.2 billion.

This funding crisis has been exacerbated since the United States withdrew its financial support from the WHO in January 2026, following criticisms of the organisation’s management during the COVID-19 crisis. The withdrawal has led to significant cuts in critical health programmes, which are essential for monitoring and responding to disease outbreaks.

Experts warn that these budget reductions have severely weakened the WHO’s capacity for disease surveillance, thereby diminishing the global readiness to tackle pandemics effectively. Experts advocate that adequate funding is crucial for maintaining readiness and responsiveness to epidemic threats.

Importance Of International Coordination For Health Security

International cooperation is critical, particularly regarding the hantavirus outbreak affecting passengers from over 20 countries aboard the MV Hondius cruise ship. Effective coordination is vital for monitoring, contact tracing, and issuing public health guidelines.

The WHO plays a fundamental role in facilitating these international health efforts under the International Health Regulations. This includes deploying experts and coordinating emergency responses to outbreaks, ensuring that regional preparedness continues despite current financial strains.

Health professionals stress that diminished support for the WHO could delay outbreak detection and hinder timely responses, thereby increasing global vulnerability to potentially devastating health crises.

Challenges in Vaccine Development and Misinformation

In addition to funding issues, the antivaccine movement has gained traction, complicating public health response efforts. Misleading information regarding vaccines has contributed to hesitancy, undermining trust in health guidance during emergencies.

Recent reports indicate that significant funding cuts to vaccine research initiatives could threaten preparedness for future pandemics. For instance, the US Department of Health and Human Services cancelled approximately $500 million in funding aimed at developing mRNA vaccines in August last year.

Experts assert that consistent investment in vaccine research is essential for ensuring that necessary vaccines and treatments are readily available before a health crisis unfolds. Delaying investment can lead to greater economic and health ramifications in the event of an outbreak.

Despite these difficulties, advances in vaccine technology, particularly in mRNA vaccine development, have demonstrated a potential for rapid response in future crises, highlighting the importance of ongoing collaboration in the global health community.
