Election Commission of India Bolsters Counting Center Security with New QR-Based ID System

In a move aimed at fortifying the integrity and security of the vote-counting process, the Election Commission of India (ECI) has announced the implementation of a new QR code-based identity verification system for all authorized personnel.

The new protocol, detailed in an official press note released today, is designed to eliminate the possibility of unauthorized individuals gaining access to sensitive counting areas. By integrating a specialized Photo Identity Card module into the ECINET framework, the Commission aims to create a more robust and technologically advanced access control mechanism.

*A Three-Tier Security Approach*

The new system introduces a rigorous three-tier verification process at counting centers. While the first two tiers will continue to involve manual verification of photo identity cards issued by Returning Officers (ROs), the third and final security cordon—the point of entry into the counting hall—will now require successful QR code scanning.

This digital verification layer ensures that only individuals with validated credentials can proceed, significantly reducing the risk of security breaches.

*Implementation Timeline*

The initiative is set to go live on May 4, 2026, coinciding with the vote counting for the ongoing General Elections in the Legislative Assemblies of Assam, Kerala, Tamil Nadu, West Bengal, and Puducherry, as well as several bye-elections across five states.

According to the Commission, this is a permanent structural change. The QR-based system will be mandatory for all future General and Bye-elections for the Lok Sabha and State Legislative Assemblies.

*Who is Affected?*

The mandate covers all personnel officially authorized by the ECI to be present within counting centers and halls. This includes:

* Returning Officers and Assistant Returning Officers
* Counting staff and technical personnel
* Candidates and their respective election and counting agents

The ECI also noted that a designated Media Center will be established at each counting venue to facilitate media coverage. Entry for mediapersons will continue to be managed through existing protocols involving ECI-issued authority letters.

*Commitment to Transparency*

This technological upgrade is part of a broader push by the Election Commission, which has introduced over 30 reformative initiatives over the past year. By directing District Election Officers and Returning Officers to deploy trained personnel at designated checkpoints, the ECI is emphasizing a seamless transition to the new system.

“The goal is to uphold the highest standards of transparency, security, and efficiency in the counting process,” the Commission stated, confirming that all electoral officers have been instructed to ensure strict compliance with the new directives.
