A recent study has highlighted the expanding influence of the Chinese Communist Party (CCP) over the Uyghur diaspora beyond China’s borders. The findings were published by the Campaign for Uyghurs (CFU), which supports the research led by Adrian Zenz of the Victims of Communism Memorial Foundation and Muetter Tohti. Their joint work is titled “If You Fly to the Sky, I Can Catch You by Your Feet”: Beijing’s Transnational Authoritarian Control of Uyghur Diaspora Research and Documentation Efforts.

This study reveals how the CCP targets Uyghur researchers, activists, and communities abroad. According to the CFU, the research indicates that methods of control employed by Beijing have evolved from traditional forms of transnational repression. It introduces a new concept termed “Transnational Authoritarian Control,” revealing a systematic approach adopted by the CCP.

The research identifies three interconnected methods of control: coercion through transnational repression, incentives through co-optation, and narrative manipulation for legitimation. Each of these methods plays a vital role in managing the Uyghur diaspora’s activities and voices on the global stage.

Methods of Control and Their Impact

The study delves into various tactics employed by the CCP to suppress Uyghur activism. Transnational repression can manifest as physical intimidation, threats to activists and their families, and espionage targeting both individuals and communities abroad. These strategies contribute to an environment where Uyghurs may feel unsafe expressing their views or engaging in advocacy.

In addition to coercion, the research outlines transnational co-optation as a strategy involving incentives. The CCP reportedly offers scholarships, business opportunities, and other benefits to encourage compliance and suppress dissent among Uyghur individuals. This method aims to exert influence by providing advantages that come at the cost of silence regarding critical issues.

The third method, transnational legitimation, involves utilising disinformation and propaganda to undermine critics while promoting a favourable image of China. By manipulating narratives, the CCP aims to diminish the impact of human rights advocacy and research efforts aimed at highlighting abuses within the Uyghur community.

The Role of the International Community

The CFU reports that the combined effects of these tactics are damaging to Uyghur communities. They create an atmosphere of fear, encourage self-censorship, and fracture the cohesion of diaspora groups. This situation further complicates the collection of evidence and the documentation of human rights abuses, posing barriers to effective advocacy.

The findings of the research provide a more comprehensive understanding of the human toll inflicted by Beijing’s transnational control methods over Uyghur communities. The study proposed that the international community must recognise and address these tactics to enhance protections for Uyghur activists and researchers. It underscores the urgent need for measures that allow Uyghurs abroad to document abuses freely without fear of retaliation from Chinese authorities.
