DK Shivakumar’s Big Day-1 Promises: Free Travel, Jobs & 10,000 Youth Clubs

The CSR Journal Magazine

DK Shivakumar, shortly after being sworn in as the Chief Minister of Karnataka, revealed an extensive welfare agenda that aims to benefit various segments of society. A prominent part of this agenda is the initiative to provide free bus passes for all students in the state. During a press conference, Shivakumar explained that this decision came in response to feedback from students who had expressed concerns about the previous provision being limited to female students.

The initiative will apply to non-luxury government buses, and students must submit applications to obtain these passes. When inquiries were made regarding the financial implications of the scheme, Shivakumar reassured the public, declaring that catering to student travel needs is a priority that the government will support, regardless of the cost involved.

Establishment of a Private Employment Exchange

In a further effort to combat unemployment, the Karnataka government announced plans to create a state-supported private employment exchange system. This initiative is designed to link job seekers with opportunities in the private sector. Shivakumar remarked that recruitment for 56,000 government positions is already underway, with details for these appointments to be released shortly.

He mentioned that the proposed employment exchange will prioritise Kannadigas, ensuring that local residents benefit from the job market. The framework for this employment exchange is expected to be completed within a month, indicating a prompt commitment to addressing joblessness in the state.

Shivakumar’s focus on employment generation highlights the government’s intention to facilitate better opportunities for the youth, particularly as the state grapples with rising unemployment rates.

Formation of Youth Associations Across Karnataka

Another significant component of Shivakumar’s announcements includes the establishment of 10,000 youth associations throughout Karnataka, branded as “Bharat Jodo” clubs. These associations will be set up at the panchayat level in rural regions and at the ward level in urban areas. Each association is expected to comprise 150 to 200 members and will receive a government grant of Rs 10 lakh.

The Chief Minister underscored that these clubs are intended to facilitate sports, cultural activities, leadership development, and social harmony among the youth. Addressing concerns about funding, Shivakumar confidently asserted that the initiative is a vital aspect of his administration.

With an estimated financial outlay of around Rs 1,000 crore for this ambitious project, Shivakumar is clearly aiming to create platforms that enrich youth engagement and skill development across the state.

Focus on Infrastructure and Homeownership Relief

Shivakumar also outlined measures aimed at improving infrastructure and providing relief for homeowners facing issues with Occupancy Certificates (OC) and Completion Certificates (CC). Homeowners who applied before the end of the previous month and whose properties deviate by up to 20 per cent on plots of up to 2,500 square feet will be eligible for assistance.

Moreover, the government announced plans to facilitate the conversion of B Khata properties to A Khata status throughout Karnataka, aiming to provide clearer property records for citizens. In addition to these initiatives, a substantial Rs 2,000 crore allocation was announced for asphalting roads in Bengaluru, further emphasizing the government’s commitment to improving urban infrastructure.

Shivakumar stated that the work on Bengaluru’s roads is projected to be completed in three to four months, signalling a proactive approach to address urban development needs. While specific agricultural policies were not detailed, he reassured citizens that a dedicated programme for farmers would be introduced after consultations with relevant experts.
