Delhi Govt Resumes New Ration Cards After 13 Years, 7.7 Lakh Slots Open

The Delhi government has resumed the issuance of new ration cards on a large scale, marking the end of a nearly 13-year hiatus. Chief Minister Rekha Gupta made this announcement on May 15 during a press conference at the Delhi Secretariat. She called upon eligible families in need to apply for the ration cards, reinforcing the government’s commitment to reaching those who genuinely require assistance.

Gupta highlighted that the process would facilitate not only new applications but also the inclusion of family members on existing cards, through the e-District portal. The reopening of applications offers a chance for previous applicants to revisit their submissions, particularly those who need to update their information with valid income certificates and other necessary documents.

This initiative follows a comprehensive audit of the public distribution system conducted by the Delhi government after it assumed office. The audit allegedly revealed significant irregularities, identifying approximately 7,71,384 beneficiaries who were either ineligible or fraudulent. Out of these, 6,46,123 were found to exceed the income limit, while 95,682 had not claimed ration for over a year.

Details of Identification and Reforms

The audit further uncovered that 6,185 deceased individuals remained listed as beneficiaries, and 23,394 claimants were receiving benefits from multiple locations. The elimination of these ineligible beneficiaries has led to the opening of nearly 7.72 lakh slots for new eligible applicants. Gupta noted that there are currently 3,72,367 pending applications for new cards and 99,501 for adding family members.

As conditions may have changed for many applicants, the government has decided to allow all interested individuals to reapply under the latest eligibility criteria. Gupta stated that the Delhi Food Security Rules, 2026, as part of the National Food Security Act (NFSA), 2013, are now being enforced, incorporating technology-enhanced reforms in the ration distribution process.

The government has begun replacing traditional weighing machines at fair-price shops with electronic versions, mandating biometric authentication to curb complaints regarding incorrect quantities and to mitigate leakage in the distribution system. The Chief Minister pointed out that the transition to an online system for all ration card-related services will enhance transparency and accountability.

New Eligibility Criteria and Verification Process

To ensure accurate verification and prevent misuse of welfare benefits, applicants will now be required to submit Aadhaar cards, proof of residence, the most recent income certificate, and Aadhaar details for all family members. Previously, income declarations were largely self-reported, which allegedly permitted ineligible individuals within the system while preventing eligible families from benefiting.

To address corruption, the Delhi Government has established a multi-layer digital and administrative verification system. Food and Supply Officers will first review applications, conducting necessary field investigations when required. Following this, Assistant Commissioners will examine the verified applications, while a district-level committee chaired by the District Magistrate and comprising two local MLAs will make the final decisions.

The digitally approved ration cards will be generated and downloadable directly from the portal. Gupta stressed that this major reform is aimed not just at bureaucracy but at ensuring food security and dignity for every underprivileged family in Delhi.

Additionally, the Chief Minister announced an increase in the annual family income eligibility limit for ration cards from 1 lakh to 1.20 lakh, under the new rules. Further discussions are underway to potentially raise this limit to approximately 2.50 lakh, broadening the welfare net for poorer and middle-class families, with positive feedback anticipated from Cabinet-level deliberations.
