Congress Member of Parliament Manish Tewari has submitted an adjournment motion notice in the Lok Sabha, aiming to discuss the introduction of a new anti-defection law. This motion comes as the parliamentary Monsoon Session is set to begin today on July 20. Tewari’s request includes the suspension of the day’s scheduled business, including Question Hour and Zero Hour, to engage in a detailed examination of the proposed legal framework.

In his notice, Tewari emphasised the need to address “mass political defections” attributed to opportunism, arguing that the new law should not only deter such actions but also protect the space for genuine dissent within legislative bodies. He stated, “I therefore urge the Government to adjourn the business for today and allow a full discussion on this matter of urgent importance.”

The discussion aims to explore intrinsic issues associated with existing loopholes in the current anti-defection laws and highlight the balance between discouraging opportunistic defections and permitting critical dissent.

Monsoon Session Begins with Important Legislative Business

The Monsoon Session of Parliament is commencing today, during which various significant legislative items are on the agenda. The Lok Sabha will introduce The Supreme Court (Number of Judges) Amendment Bill, 2026. This bill seeks to amend the Supreme Court (Number of Judges) Act of 1956 and aims to replace an ordinance that increased the permitted number of Supreme Court judges from thirty-three to thirty-seven.

In addition to this, Union Minister Arjun Ram Meghwal will table a motion concerning the Joint Committee on Offices of Profit. This motion is expected to recommend the election of two Rajya Sabha members to the committee to fill vacancies caused by the retirement of NR Elango and Deepak Prakash.

The proceedings will also begin with obituary references for several former Members of Parliament. This will be followed by Question Hour and laying of papers by ministers from various departments, highlighting ongoing governmental legislative activities.

Opposition Prepared for Robust Debate

This Monsoon Session is anticipated to be contentious, with the Opposition preparing to raise various topics of public concern, including the Ayodhya Ram Temple donation embezzlement and the NEET-UG paper leak. Aam Aadmi Party MP Sanjay Singh has already initiated a Suspension of Business notice in the Rajya Sabha under Rule 267, focusing on the NEET-UG leak.

Furthermore, Congress MP Randeep Singh Surjewala has submitted a notice for an adjournment motion under the same rule, seeking clarification on the alleged theft of offerings at the Ram Mandir in Ayodhya. These issues reflect the heightened scrutiny expected during this session, which will last until August 13.

As the session unfolds, the political landscape may shift, especially with the recent formation of the Nationalist Citizens Party of India (NCPI) by twenty rebel Members of the Trinamool Congress, which has aligned itself with the National Democratic Alliance. The political dynamics will likely play a critical role in the discussions and debates that arise.
