Bihar Introduces Doorstep Property Registration for Citizens Aged 75 and Above

The Bihar government has introduced a new initiative to offer doorstep property registration for residents aged 75 and over. This service is expected to significantly reduce the complexities associated with traditional property registration, particularly for senior citizens. Recognising the stress often linked with lengthy queues and extensive documentation, this initiative aims to facilitate a more user-friendly experience for the elderly.

Named “Sabka Samman, Jeevan Aasan,” the programme is designed to eliminate the necessity for senior citizens to visit government offices for property registration. The initiative was launched at the Hajipur registration office and is set to expand across the state in stages, according to reports from local media.

Officials assert that the new system is not only convenient but also serves to limit the influence of intermediaries—commonly known as middlemen—who have traditionally assisted in property registration processes.

Mechanism of the Doorstep Registration Service

In order to utilise this service, senior citizens must first make an appointment via Bihar’s official e-registration platform. Upon confirmation of the booking and verification of age, a Mobile Registration Unit will visit the applicant’s home at the appointed time. This mobile team is equipped with the necessary technology, including laptops, biometric scanners, webcams, and digital signature devices.

During the visit, officials will authenticate the identity of the applicant, check essential documents, and finalise the property registration digitally at the residence itself. Upon completion, the registered property document is securely sent to the applicant’s registered mobile number as a PDF via SMS.

The service initially operates from ten registration offices, including those in Patna and Hajipur, with plans to gradually extend it to additional districts in the state.

Addressing the Issue of Middlemen

One of the principal goals of the new registration system is to reduce the historical dependence on brokers within the property registration landscape. For many property owners, brokers have provided assistance in navigating complex procedures, often leading to complications for elderly citizens and vulnerable demographics, such as widows.

Previously, the traditional paper-based processes allowed intermediaries to charge unregulated fees, create delays, or unnecessarily contest documentation. In some instances, property values were reportedly manipulated to circumvent stamp duty obligations, or to demand illegal payments from applicants.

The government’s shift towards home-based registration aims to create a setting where such intermediary influence is minimised. The digitised system also automatically computes registration fees and stamp duties, which reduces the possibility of arbitrary charges or hidden costs.

Aiming for a Transparent, Efficient System

The introduction of the doorstep registration service reflects Bihar’s broader commitment to modernising government services through technology. By directly providing registration services to senior citizens, the government seeks to streamline what is often a critical legal process.

Should the initiative successfully expand throughout Bihar, it could enhance accessibility for elderly residents and potentially mark a significant advancement towards reducing corruption, minimising paperwork, and improving the efficiency of property registration for those who require support the most.
