Amit Shah Criticizes Opposition’s Motion for Speaker’s Removal

The CSR Journal Magazine

In a statement on March 11, Home Minister Amit Shah expressed his disapproval regarding the opposition’s resolution seeking the removal of Lok Sabha Speaker Om Birla. He emphasized that such actions undermine the integrity of parliamentary politics in India. Addressing the two-day debate centered on the resolution, Shah indicated that members of the House are expected to adhere to established rules and protocols during proceedings.

Emphasis on the Speaker’s Role

Shah reiterated the importance of the Speaker as a neutral figure who represents both the ruling party and the opposition. “This House is not a marketplace. Members are expected to engage according to its rules and procedures,” he stated. Shah highlighted that it has been nearly four decades since a no-confidence motion against a Speaker was introduced, labeling the opposition’s action as unfortunate for the parliamentary system.

Historical Context of Parliamentary Conduct

During his address, Shah referenced the long-standing tradition of conducting proceedings based on mutual trust within the Parliament. He stressed that the Speaker’s role has been defined through specific rules set by the Lok Sabha to ensure orderly conduct. “The function of the Speaker is crucial in maintaining parliamentary decorum, and questioning that role can cast doubt on the integrity of India’s democracy,” Shah remarked.

Concerns Over Democratic Principles

Shah raised concerns over the implications of the motion, asserting that it questions the foundational principles of India’s democratic framework. He remarked that the Constitution designates the Speaker as a mediator, and any doubts cast upon this role threaten the reputation built over the past 75 years of parliamentary history. He noted the significant legacy of the two Houses in fortifying India’s democratic institutions.

BJP’s Historical Stance on Speaker’s No-Confidence Motions

Shah pointed out the Bharatiya Janata Party’s (BJP) historical position on such matters, noting that during its time in opposition, the BJP refrained from introducing a no-confidence motion against the Speaker. He mentioned that there have only been three such motions in Lok Sabha history, none initiated by the BJP or the National Democratic Alliance (NDA).

Participation in the Parliamentary Debate

Over 42 members engaged in the parliamentary debate surrounding the opposition’s resolution. The discussions highlighted varying perspectives on the procedural aspects of the House and the impact of the opposition’s actions on parliamentary relations. Shah’s comments reflected a firm stance on the necessity of upholding established norms within the legislative framework.
