Government Forms High-Level Committee to Address Long-Pending Gorkhaland Demands

The Centre has announced the establishment of a committee tasked with drafting an agreement meant to provide a sustainable political resolution for the Gorkha identity issue in the Darjeeling region and nearby areas of West Bengal. This decision was made during a meeting on August 22, 2026, involving Union Home Minister Amit Shah, representatives from the Gorkha community, and officials from the West Bengal government at Sukna in the Darjeeling foothills.

According to a statement from the Ministry of Home Affairs (MHA), the meeting addressed various concerns voiced by the hill population, including the need for a distinct identity, a permanent political resolution, and constitutional recognition. Home Minister Shah reassured attendees that a lasting solution would be sought within the framework of the Constitution.

To facilitate negotiations, a committee led by Pankaj Kumar Singh has been appointed to work on the specifics relating to the final agreement. Singh, who previously served as the deputy national security advisor, has been appointed as an interlocutor for issues concerning the Darjeeling hills, Dooars, and Terai since October 2025.

Pankaj Kumar Singh to Head Negotiations

Pankaj Kumar Singh, a retired Indian Police Service (IPS) officer and former director-general of the Border Security Force (BSF), will oversee the committee. His role will involve facilitating political dialogue and addressing the longstanding demands of the Gorkha community. The Centre aims to engage constructively with the region’s leaders to move towards an agreement that addresses these issues.

During the meeting, Shah expressed optimism regarding the potential for additional central funding to resolve outstanding matters affecting the region. Representatives from various groups, including the Gorkha Janmukti Morcha and Gorkha National Liberation Front, were present and conveyed their expectations for a solution.

Senior party leader Roshan Giri confirmed that the Gorkha leadership is prepared to pursue solutions through constitutional mechanisms, stressing that any agreement must align with constitutional principles. This collaborative approach has been welcomed by the community leaders who participated in the discussions.

Historical Context and Significance of the Meeting

Bista highlighted the impact of past agitation, involving considerable loss of life and displacement, with estimates indicating nearly 2,000 deaths and over 5,000 people displaced during the tumultuous period. Such historical context underscores the need for effective dialogue and resolution.

The Centre’s latest actions come in response to previous commitments made by the BJP to address the Gorkhaland issue within a timeframe of six months following the formation of the West Bengal government. Various initiatives aimed at resolving the political aspirations of the region have been attempted in the past, most notably the establishment of the Darjeeling Gorkha Hill Council and the Gorkhaland Territorial Administration.

Nevertheless, the continued demand for a permanent political solution and enhanced recognition of Gorkha identity remains unfulfilled. The recent meeting marks the initial steps in a committee-led process to formulate a proposed final agreement, with the Centre reaffirming its commitment to resolving the issue within the constitutional framework.
