UP Medical Colleges Establish Monitoring Cells to Prevent Illegal Conversions

The introduction of a new monitoring framework aims to enhance oversight in Uttar Pradesh’s medical and dental colleges, following a directive from Governor and Chancellor Anandiben Patel. The initiative focuses on establishing dedicated cells within these institutions to address concerns regarding alleged incidents of religious conversion. This decision comes in response to reports related to King George’s Medical University (KGMU) and Sanjay Gandhi Postgraduate Institute of Medical Sciences (SGPGIMS) located in Lucknow.

Role and Function of Monitoring Cells

In line with the Governor’s instructions, Atal Bihari Vajpayee Medical University has mandated all affiliated medical and dental colleges to set up these monitoring cells promptly. Each institution is required to submit details about the formation of these cells at the earliest. According to Dr Sudhir M Bobde, who serves as the Special Officer on Duty to the Chancellor, the cells are intended to function as vigilant monitoring bodies within campuses, aimed at detecting any suspicious activities that may be reported by students, resident doctors, or staff members.

The established cells will not only monitor activities but will also serve as a key resource for addressing grievances and concerns raised by the college community. Each complaint received will undergo scrutiny, and necessary actions will be taken in accordance with the relevant rules and regulations. This dual function of monitoring and grievance redressal is crucial for maintaining a secure campus environment.

In addition to these monitoring responsibilities, colleges have been instructed to implement awareness programmes about the legal framework governing rights and responsibilities. These initiatives are designed to educate students regarding the laws and institutional policies pertinent to their educational experience, fostering a culture of compliance and understanding. The goal of these programmes is to empower students to recognise and comprehend their rights within the academic setting.

Part of Broader Government Initiatives

The directive for establishing monitoring cells is part of a more extensive strategy by the Uttar Pradesh government to oversee alleged unlawful activities, particularly focusing on religious conversions within educational institutions. Previously, the state had taken steps towards setting up anti-radicalisation and monitoring mechanisms in various universities and colleges due to the rising concerns surrounding conversion-related allegations.

Officials representing the government have stated that the latest initiative aims to bolster vigilance and ensure that educational environments remain safe, compliant, and secure for all students. With the instructions issued to the affiliated colleges, the establishment of these specialised cells has already commenced.
