TMC MP Saugata Roy States No Separate Bloc Should Be Acknowledged Amid Rebel MPs Dispute

The Trinamool Congress (TMC) MP Saugata Roy has asserted that his party will clarify its position regarding the recent controversies involving rebel MPs to the Lok Sabha Speaker. Roy stated that he believes no group that has dissociated from the main party ought to be recognised as a separate bloc. His remarks come amid ongoing tensions within the party over the actions of certain members.

During a press interaction, Roy addressed the scheduled meeting between the TMC delegation and Lok Sabha Speaker Om Birla, noting that the party’s national general secretary, Abhishek Banerjee, had been summoned for discussions. Roy emphasised that the party’s unified stance would be communicated clearly to the Speaker. He reiterated that the legitimacy of any splintered group should not be acknowledged.

In response to inquiries about a newly proposed political entity, the Nationalist Citizens Party of India (NCPI), Roy admitted to having limited knowledge about it. He indicated that inquiries regarding the formation should be directed towards the 20 rebel TMC MPs who have expressed interest in the NCPI. Roy also alleged that the Bharatiya Janata Party (BJP) employs both enticing and coercive tactics to persuade leaders from other parties.

Challenges Within TMC

The current crisis within the TMC is marked by two significant rebellions, one involving 58 Members of the Legislative Assembly (MLAs) in West Bengal, led by expelled figure Ritabrata Banerjee, and another concerning 20 Lok Sabha MPs, spearheaded by Kakoli Ghosh Dastidar. Saugata Roy has reiterated the need for the party to remain solidified in the face of these challenges, dismissing the claims made by the renegade faction.

Furthermore, he made it clear that any members who choose to leave the TMC will not be acknowledged as part of the party. Roy maintained that these divisions do not conform with constitutional guidelines and that the TMC continues to operate as a single entity. He cited a letter sent by Banerjee to the Lok Sabha Speaker, highlighting the party’s stance on the unsanctioned division.

Abhishek Banerjee’s previous communication outlined the position of the All India Trinamool Congress (AITC) as a whole, stating that the legislative assembly in the Lok Sabha functions purely as an extension of the overarching political party. Banerjee explicitly requested that the Speaker formally recognise this framework while addressing any claims made by the rebel MPs.

Legal and Constitutional Framework Addressed

In his communication to the Speaker, Banerjee delineated several requests aimed at ensuring that the TMC is represented as a singular entity, without recognising any competing factions. He sought to place his submission on record formally and urged that any assertions by separate groups be disregarded. In this context, he highlighted the significance of retaining an opportunity for the TMC to present its case before any determinations are made regarding such claims.

Banerjee’s letter also elaborated on the constitutional provisions that govern such matters, referencing a recent Supreme Court ruling. He stressed the notion that the potential for a “split” in a political party has been diminished under the Tenth Schedule, a change established by the Ninety-first Amendment. In this light, Banerjee argued that the splintering of political parties is no longer considered acceptable.

He further specified that for any merger attempts to be deemed legitimate, two stringent conditions must be met: the merger of the political party itself and the agreement of two-thirds of the legislative party members. The letter underscored that any request for a separate group’s recognition would be incompatible with existing legal frameworks.
