The Supreme Court has suggested a significant initiative aimed at addressing the issue of vehicles operating without valid insurance. This proposal involves the Insurance Regulatory and Development Authority of India (IRDAI) and the Ministry of Road Transport and Highways collaborating on a pilot project that would allow petrol stations to verify insurance status before dispensing fuel.

If a vehicle lacks valid insurance coverage, petrol pumps could potentially deny the sale of petrol or diesel until the owner acquires the necessary insurance. This measure is part of a broader set of recommendations intended to enhance road safety and compliance with motor insurance regulations.

Linkage of ANPR Cameras to Insurance Databases

The Supreme Court has further recommended that Automatic Number Plate Recognition (ANPR) cameras be linked with both the VAHAN vehicle database and insurance databases. This integration would enable the automatic identification of uninsured vehicles, leading to the issuance of electronic challans against them.

Currently, ANPR cameras are used in various locations to monitor traffic violations, such as speeding and running red lights. By expanding their functionality to include verification of insurance status, authorities could efficiently identify vehicles lacking proper coverage on the roads.

The proposed system is anticipated to establish new technology-driven protocols for monitoring compliance with insurance regulations, thereby contributing to a decrease in the number of uninsured vehicles on the road.

Mobile Tools for Traffic Police Enforcement

As part of the initiative, traffic police are expected to receive mobile applications or handheld devices that would facilitate instant verification of a vehicle’s insurance status during roadside inspections. These devices would be integrated with relevant databases, allowing officers to confirm the presence of valid insurance without needing to depend on physical documents.

This technological advancement is intended to streamline enforcement activities and heighten compliance by enabling law enforcement personnel to promptly identify uninsured vehicles. The integration of digital tools aims to make the process more efficient and effective in addressing the issue of uninsured motorists.

In addition to increasing the tools available for police, these measures are expected to improve overall transparency and strengthen the enforcement of mandatory insurance requirements across India.

Extension of Mandatory Insurance Periods

Another significant proposal from the Supreme Court is the extension of the mandatory third-party insurance period for newly acquired vehicles. For private cars, this compulsory insurance period is set to be increased from three years to four years, while for two-wheelers, it will extend from five years to six years.

This initiative aims to reduce the number of vehicles that fall into the uninsured category once their initial insurance period concludes. By lengthening the insurance coverage duration, the court seeks to ensure greater compliance and safeguard against the rise of uninsured vehicles on the roads.

The Supreme Court’s proposals represent a concerted effort to tackle the issue of uninsured vehicles through a combination of technology, policy reforms, and enhanced public compliance. These measures will be developed by the relevant authorities, with an emphasis on implementing the insurance verification system without causing disruptions to fuel stations or legitimate vehicle operations. The pilot project is expected to explore the feasibility of these initiatives in practice.
