Supreme Court Orders Democratic Representation In Banke Bihari Temple Committee

The Supreme Court has mandated a significant reform in the management of the historic Banke Bihari Temple located in Vrindavan. The ruling, issued on Tuesday, requires that members of the Goswami community on the temple’s High-Powered Committee be elected through an internal democratic process rather than appointed by officials. This decision is aimed at ensuring that the community has authentic representation in matters concerning temple operations.

The bench, which included Chief Justice of India Surya Kant and Justice Joymalya Bagchi, underscored the importance of maintaining traditional religious customs while enhancing crowd management and visitor experience. The Court instructed that the committee consult with Goswami representatives to guarantee that established rituals and practices are preserved.

Two representatives each from the Shayan Bhog and Raj Bhog groups of the Goswami community are now required to be included in the temple administration committee. Specifically, Gopesh Goswami and Himanshu Goswami from the Shayan Bhog group, alongside Rajat Goswami and Shailendra Goswami from the Raj Bhog group, were named by the Court.

Recommendations for Traditional Practices and Administrative Improvements

The Supreme Court emphasised the need for the committee to consider suggestions on traditional practices. During the proceedings, the bench remarked, “We have recommended that two members from each group of Goswamis should be nominated to the committee.” This change is expected to facilitate collaborative input on the temple’s daily operations and religious observances.

Additionally, the Court noted that the appointed representatives could provide recommendations regarding temple timings and rituals, with the potential to improve adherence to established traditions without compromising operational efficiency. The committee is thus expected to benefit from the insights of these Goswami representatives on various aspects of temple governance.

This ruling comes in the context of past tensions surrounding the prior selection process for committee members. There had been significant pushback from the Goswami community against previous appointments, which were perceived as arbitrary and lacking transparency. The inclusion of community members is likely to foster a more collaborative environment moving forward.

Concerns About Temple Infrastructure and Crowd Management

The Supreme Court also expressed its concerns about existing infrastructure, citing the narrow and congested pathways leading to the temple. The bench pointed out that traditional methods of managing crowds are insufficient, pushing for the adoption of modern technologies to enhance visitor safety and comfort.

In response to these concerns, the Uttar Pradesh government and the temple management committee were instructed to create a comprehensive development plan. This plan should include widening roads, regulating commercial activities, establishing public facilities, and ensuring better access for visitors, particularly the elderly.

Alongside infrastructure improvements, the Court reiterated the necessity of preserving traditional religious practices, emphasising that any efforts to enhance visitor management should not involve exploiting devotees or compromising their spiritual experience. The importance of balancing modernization with tradition is a primary aspect of the Court’s directive.

Future hearings will address progress made in implementing these recommendations, as the Court awaits detailed proposals from both the committee and the Uttar Pradesh government regarding the planned developments. The expected collaboration between the temple administration and the Goswami community could signal a new chapter for the management of the Banke Bihari Temple.
