Priyank Kharge Introduces Strict Age Verification Measures to Curb Underage Drinking in Karnataka

The Karnataka Home Minister, Priyank Kharge, has announced a rigorous enforcement of age-verification protocols across various alcohol-serving establishments in a bid to combat underage drinking. This directive encompasses a range of venues, including pubs, breweries, bars, clubs, lounges, and restaurants. Kharge emphasised the importance of preventing underage access to alcohol through a recent tweet, instructing city police officials to issue notices to these establishments to comply fully with the regulations.

Concerns surrounding adolescent alcohol and tobacco consumption have prompted this initiative, particularly in Bengaluru. The minister’s announcement comes in response to alarming statistics from a recent study involving over 4,000 students. The research revealed that one in three adolescents is at risk of medical issues related to alcohol or tobacco usage, underscoring the urgency of the situation.

The statistical findings indicate that approximately 33 per cent of respondents admitted to consuming alcohol, while nearly 18 per cent reported being addicted to tobacco. Notably, these numbers surpass both state and national averages, raising significant public health concerns.

Reaffirmation of Karnataka’s Drinking Age Regulations

Karnataka’s regulation on the legal drinking age remains at 21 years, as reaffirmed in 2023. The State Excise Department clarified that a proposed reduction of the minimum age to 18 has been abandoned following public objections and concerns raised by various organisations. This decision reflects the state’s commitment to prioritising youth safety and public health over commercial interests.

Under Kharge’s new directive, all alcohol-serving establishments must verify customers’ government-issued identification before permitting entry or serving alcoholic beverages. The directive further establishes that owners, managers, and licence holders will bear direct responsibility for any violations of these regulations.

The requirements also include stringent compliance with CCTV surveillance measures at these establishments. Non-compliance with the age-verification process or other licensing conditions could lead to severe legal repercussions for the offending venues.

Zero-Tolerance Approach to Substance Abuse

Kharge has reiterated the state’s commitment to a strict zero-tolerance policy regarding underage drinking and substance abuse. He underlined the necessity of safeguarding the health, safety, and future of young individuals, stating that commercial motives should not override concerns for public welfare.

Highlighting the gravity of the situation, Kharge asserted that Karnataka’s approach would firmly oppose any establishments that facilitate underage drinking. This initiative forms part of a larger scheme aimed at addressing the rising issue of substance use among the adolescent population and reinforcing protective measures at venues serving alcohol.

Authorities will be closely monitoring compliance with the new regulations to ensure effective implementation. As part of these measures, officials will work collaboratively with local law enforcement to foster an environment where youth safety takes precedence over business interests.
