Operation Mule Hunt 1.0 Uncovers Rs 2,289 Crore Cyber Fraud Network In Gujarat

The Gujarat Police, under the direction of Chief Minister Bhupendra Patel, initiated Operation Mule Hunt 1.0, aimed at enhancing efforts to combat cybercrime throughout the state. This operation was executed with the help of the Cyber Centre of Excellence and focused specifically on addressing the issue of mule accounts, which are bank accounts used by cybercriminals to receive and transfer fraudulently obtained funds.

A mule account, often exploited in cyber fraud, is managed by a person known as a ‘money mule.’ These accounts complicate the tracing of illicit financial activities, as they facilitate the movement of money between multiple accounts. The operation seeks to identify such accounts and impose strict measures to prevent their misuse.

It was noted that the operation involved the collaboration of Police Commissioners, Range Heads, Local Crime Branch Inspectors, and Cyber Police Stations across Gujarat. Daily monitoring and progress oversight were maintained from the head office.

Results of the Operation

Operation Mule Hunt 1.0 has reportedly achieved significant success in tackling financial cybercrime. It resulted in the filing of 565 First Information Reports (FIRs) and led to the arrest of 638 individuals implicated in illegal activities. The operation also focused on 913 mule accounts identified as facilitating fraudulent transactions.

Furthermore, the operation uncovered economic fraud amounting to ₹2,289 crore. A total of 4,052 cybercrime cases were reported nationally, with 491 of these cases specifically traced back to Gujarat. The extensive reach of the operation highlights its effectiveness in combating cybercriminal networks.

The analysing team utilised data from various sources, including the Indian Cybercrime Coordination Centre and other relevant portals, to base their intelligence on actionable insights. Nodal officers were assigned across districts, and banks were mandated to share relevant data in real-time to streamline operations.

Technological Advancements in Cybersecurity

To further bolster initiatives against mule accounts, the Reserve Bank of India has introduced an AI-based risk-scoring system through the Indian Digital Payment Intelligence Corporation (IDPIC). This innovation aims to classify transactions as low, medium, or high risk, assisting in the identification of suspicious accounts for banks to monitor more effectively.

IDPIC has been appointed as the nodal agency for implementing this system, which is expected to enhance the detection of fraudulent activities. Additionally, a dedicated registry has been established at http://mulehunter.ai/ for sharing information on dubious accounts among banking institutions.

Concerns regarding increasing incidents of cybercrime have been echoed by Prime Minister Narendra Modi, who has urged the public to exercise caution during digital transactions. Under his leadership, a significant digital transformation has taken place in India, evident from the increase in internet users from 25 crore to over 100 crore within the last eleven years.

Moreover, the BharatNet initiative has vastly improved connectivity in rural areas, from 546 connected Panchayats to over 2 lakh today. The rising trend in UPI transactions signifies the swift shift towards digital payments, reflecting the growing penetration of digital technology across the nation.

Union Home Minister Amit Shah asserted that cybersecurity now intertwines with national security, emphasising the collective responsibility of all sectors in fortifying economic and social safety in the digital landscape.
