The National Democratic Alliance (NDA) Parliamentary Party is set to conduct its recently renamed weekly strategy meeting, ‘Mangal Milan’, on the morning of July 21. The gathering will take place at the Parliament Library Building, specifically in the GMC. Balayogi Auditorium at 9:30 a.m. This meeting serves two primary purposes, as per sources familiar with the arrangements.

Union Parliamentary Affairs Minister Kiren Rijiju is expected to officially welcome the new members of the Rajya Sabha from the Bharatiya Janata Party (BJP), including former members of the Aam Aadmi Party (AAP). The meeting will also involve the passing of a congratulatory motion recognising Prime Minister Narendra Modi for his record as the longest-serving elected Prime Minister of India. Following this formal recognition, Modi will deliver a keynote address to attendees.

NCPI’s Absence from the Meeting

While the meeting is designed to exhibit the NDA’s unity and purpose, a notable absence will be that of the Nationalist Citizens Party of India (NCPI). This new party comprises 20 former members of the Trinamool Congress (TMC) who have aligned with the NDA but will not participate in the joint session. The Lok Sabha Speaker has yet to provide formal recognition of the faction’s merger under the NCPI banner, leaving the group in a state of procedural limbo.

On July 18, the NCPI hosted its first independent parliamentary party meeting under the leadership of veteran MP Sudeep Bandyopadhyay. During this meeting, the group confirmed that their seating arrangements, division numbers, and legislative blocks have been acknowledged within the Parliamentary layout. This has allowed them to establish their presence in the current legislative framework.

Bandyopadhyay has emphasised that while the NCPI is committed to supporting the ruling coalition, the primary focus will be on ensuring the effective functioning of Parliament and addressing local governance issues in West Bengal. He stated that regional disputes should not be escalated to New Delhi and should instead be managed locally.

Context of the Monsoon Session

The Monsoon Session of Parliament commenced on July 19 and is scheduled to run until August 13. This session marks the parliamentary debut of the NCPI, following the merger of the breakaway TMC MPs with the NDA. The formation of the NCPI signifies a shift in political alignments, highlighting the ongoing dynamic nature of Indian politics.

Many observers are keen to see how the NCPI will navigate its relationships within the NDA, particularly as it represents a group of MPs who have previously been associated with the TMC. Their integration into the NDA could have implications not only for regional politics but also for the broader national political landscape.

As the session progresses, the interactions between the NDA and the NCPI are likely to evolve, and the effectiveness of the NCPI in contributing to the legislative process will be scrutinised. The party’s leadership has expressed a commitment to engaging in discussions on relevant issues while prioritising the smooth operation of the House.
