Karnataka Chief Minister D.K. Shivakumar recently initiated the ‘Freedom from Waste’ campaign in Bengaluru, underscoring the importance of civic responsibility in maintaining the city’s cleanliness. He articulated that citizens should take ownership of their surroundings, as Bengaluru belongs to them, not solely to the government. The launch took place near the statue of Nadaprabhu Kempegowda, alongside the Hebbal flyover, where Greater Bengaluru Development Minister Krishna Byre Gowda also participated.

The CM stated that the campaign targets the removal of 22,372 tonnes of waste from the city. This includes various types of refuse such as construction debris, solid waste, and items like old electric poles and tree branches. His commitment reflects a broader vision to enhance the living conditions in Bengaluru through a structured waste management approach.

Strict Measures Against Waste Disposal Violations

During the launch event, CM Shivakumar announced the implementation of strict measures to combat illegal disposal of waste and construction debris. He directed law enforcement agencies to monitor waste dumping activities through a network of city-wide CCTV cameras. This initiative aims not only to deter illegal dumping but also to ensure that offenders face consequences for their actions.

The Chief Minister noted that previous attempts to monitor waste disposal had shown initial success, but violations resurfaced after a few weeks. He reiterated the importance of seizing vehicles that disregard regulations related to waste disposal, emphasising the need for continuous vigilance by the police. According to him, these measures are essential for the longevity of the campaign and the well-being of Bengaluru’s environment.

Shivakumar’s remarks included a reminder to citizens about Mahatma Gandhi’s principle that “cleanliness is next to godliness.” He positioned this campaign as not merely a government initiative but a collective effort requiring active participation from the public to maintain cleanliness in their city.

New Guidelines for Property Owners

As part of the campaign, the Chief Minister announced new regulations for property owners within the Bengaluru Development Authority (BDA) jurisdiction and the municipal corporation. He stipulated a five-year deadline for the development of plots, instructing site owners to begin construction within this timeframe to prevent the accumulation of waste on unused properties.

Shivakumar specified that if property owners fail to comply, a double-tax system may be introduced, or the land could be reclaimed by the government. He encouraged owners to view their properties as active investments rather than passive assets left idle. This policy aims to incentivise property development and contribute to the overall cleanliness and aesthetic appeal of the city.

In his discourse, the Chief Minister highlighted that financial institutions currently offer loans for housing at competitive interest rates. He motivated citizens to start with modest constructions, with possibilities for expansion in the future. Shivakumar insisted that the government cannot take responsibility for neglected properties and urged citizens to engage actively in preserving the state’s assets.
