India to End PG Diploma Medical Courses From 2027-28 Academic Session

The CSR Journal Magazine

The National Medical Commission (NMC) has announced that postgraduate diploma medical courses will be phased out across the country, marking a major change in India’s specialist medical education system. According to the latest notification issued by the commission, admissions to PG diploma programmes will be held for the final time during the 2026-27 academic session.

From the 2027-28 academic year onwards, no fresh admissions will be allowed in these courses, paving the way for specialist medical training to move entirely to MD (Doctor of Medicine) and MS (Master of Surgery) degree programmes.

Specialist Training Framework to Undergo Change

For several decades, PG diploma courses have offered doctors an alternative pathway to specialist training in disciplines such as anaesthesia, child health, obstetrics and gynaecology, ophthalmology and other fields.

These programmes generally have a shorter duration than MD and MS courses and have contributed significantly to meeting specialist manpower requirements, particularly in smaller healthcare institutions.

With the latest decision, the NMC aims to create a uniform postgraduate training structure in which MD and MS degrees become the standard qualification for specialist doctors.

The commission noted that many medical colleges already have the necessary infrastructure, faculty strength, patient load and clinical facilities required to run degree programmes.

As a result, it said the conversion of existing diploma seats into MD or MS seats would be feasible for a large number of institutions.

Colleges Allowed to Convert Diploma Seats

To facilitate the transition, medical colleges currently offering diploma programmes will be permitted to convert those seats into corresponding MD and MS courses.

Applications for conversion will be handled by the Medical Assessment and Rating Board (MARB), which functions under the National Medical Commission.

Institutions will be required to submit their applications through an online process.

The NMC said detailed timelines and a dedicated portal for applications would be announced separately.

The move is expected to help colleges expand degree-based specialist education without requiring the creation of an entirely new academic structure.

Decision Builds on 2023 Regulations

The latest notification builds upon provisions introduced under the Post-Graduate Medical Education Regulations (PGMER), 2023.

Under those regulations, medical colleges had already been allowed to seek the conversion of diploma seats into degree seats.

The rules had also prohibited the introduction of new diploma courses and barred proposals to increase intake in existing diploma programmes.

The new notification goes further by setting a clear timeline for ending admissions to diploma courses altogether.

Transition Expected to Bring Greater Uniformity

The phase-out of diploma programmes is expected to create greater uniformity in postgraduate medical qualifications and standardise specialist training across institutions.

It may also reduce differences in qualification pathways for doctors pursuing specialist education.

The decision is likely to influence how medical colleges plan their postgraduate programmes in the years ahead, requiring adjustments in faculty deployment, academic structures and training systems.

Some experts, however, believe the transition will need to be implemented carefully to ensure that specialist training capacity is not adversely affected, especially in regions where diploma courses have traditionally played an important role in producing trained doctors.

With the final batch of admissions scheduled for 2026-27, medical colleges now have a limited period to prepare for the change.

The NMC’s decision marks the beginning of a significant shift in India’s medical education landscape, with attention now turning to how effectively institutions adapt to the new framework while maintaining the supply of qualified specialists.
