India At UN Slams Pakistan Over Civilian Deaths, Raises Afghanistan Casualty Claims

India’s Permanent Representative to the United Nations, Ambassador Harish Parvathaneni, highlighted Pakistan’s alleged involvement in genocidal acts against civilians during the Annual UNSC Open Debate on “Protection of civilians in armed conflict” held on May 20. He addressed the documented impact of cross-border violence attributed to Pakistan, which reportedly resulted in over 750 civilian deaths and injuries in Afghanistan.

Parvathaneni stated that data from the United Nations Assistance Mission in Afghanistan (UNAMA) indicated that a striking 94 out of 95 incidents leading to civilian casualties were linked to Pakistani security forces. He underscored the inconsistency of Pakistan, which he claimed has a “long-tainted record of genocidal acts,” in commenting on issues internal to India while allegedly committing violence abroad.

Civilian Casualties and Attacks

The Indian envoy specifically pointed out a devastating airstrike conducted by Pakistan on the Omid Addiction Treatment Hospital in Kabul, which led to the deaths of 269 civilians. He remarked that this incident occurred during the holy month of Ramadan when many innocent individuals were leaving nearby places of worship, casting doubt on the military justification of such actions.

Parvathaneni also criticized Pakistan’s failure to heed international appeals for the protection of civilians. He remarked on the hypocrisy of Pakistan advocating for international law while engaging in actions detrimental to innocent lives. By contrasting the timing of attacks against civilians with significant religious observances, he painted a dire picture of Pakistan’s military conduct.

“The world has not forgotten this unconscionable act of violence,” he declared. “The attacks occurred during a time meant for reflection and peace, showcasing a blatant disregard for human life.” Each incident was described as a reflection of Pakistan’s long history of violence towards its civilians and those in neighbouring countries.

Concerns Over Cross-Border Terrorism

India reiterated its concerns regarding the ongoing issue of cross-border terrorism emanating from Pakistan, emphasising the responsibility of states that support such activities. Parvathaneni noted that over 94,000 individuals were displaced as a direct result of the cross-border conflicts exacerbated by Pakistan’s military actions. He asserted that these acts of aggression should not come as a shock given Pakistan’s historical conduct.

The envoy further referenced Pakistan’s actions during the 1971 Bangladesh Liberation War, describing a systematic campaign marked by atrocities against women and civilians. He portrayed these past actions as part of a larger pattern of violence intended to divert attention from internal failures.

In his remarks, Parvathaneni made it clear that the Indian government views Pakistan’s ongoing actions as part of a broader strategy that jeopardises civilian safety and welfare. He described Pakistan as an entity devoid of moral authority and reiterated that the international community can see through its attempts to manipulate narratives.

In closing, Parvathaneni stressed the importance of civilian protection in global conflict zones, urging collective action to uphold international humanitarian law. He advocated for accountability, better access for humanitarian efforts, and the need to safeguard medical facilities in areas impacted by conflict.

He concluded by stating that the UNSC should maintain a focus on protecting civilians as a fundamental part of its mandate to ensure international peace and security. The envoy underscored the obligation of all nations to work towards alleviating the suffering of those caught in the midst of armed strife.
