Enforcement Directorate Issues Look-Out Circular Against Kolkata Police DC Shantanu Sinha Biswas

The CSR Journal Magazine

In a significant development following the recent election results, the Enforcement Directorate (ED) has issued a Look-Out Circular (LOC) against Kolkata Police Deputy Commissioner (DC) Shantanu Sinha Biswas.

The move comes after the senior police official failed to comply with multiple summons issued by the central agency in connection with an ongoing investigation into a financial fraud case involving businessman Sona Pappu. Following his failure to appear for questioning and his subsequent disappearance from public view, the ED moved to ensure he does not flee the country.

Details of the LOC

The ED has disseminated the LOC to all border checkpoints, including land ports, sea ports, and airports across the country. The notice contains the officer’s photograph and a detailed summary of the allegations against him. Authorities at these transit points have been explicitly instructed to detain the officer if he attempts to leave India and to immediately notify the ED.

Background of the Investigation

The investigation stems from multiple serious allegations against Sona Pappu, a businessman based in Ballygunge. The charges against the businessman include:

Land grabbing and extortion.

Violations under the Arms Act.

The ED had previously arrested a Behala-based businessman named Joy Kamdar in connection with the same probe. Investigators are looking into the financial transactions between Sona Pappu and Shantanu Sinha Biswas, who formerly served as the Officer-in-Charge (OC) of the Kalighat Police Station.

Significance of the Move

Political observers consider this action highly significant, noting the timing—occurring immediately after the change in government and the election results. With both Sona Pappu and DC Shantanu Sinha Biswas currently untraceable, the issuance of the LOC marks a major escalation in the ED’s pursuit of those allegedly linked to the case.

The central agency is now closely monitoring all exit points to prevent the police officer from evading the judicial process.
