ED Conducts Raids Across West Bengal In Ration Scam Investigation

The CSR Journal Magazine

The Enforcement Directorate (ED) has carried out extensive raids at various locations in West Bengal, including the capital city of Kolkata, as part of an ongoing inquiry into money laundering linked to alleged irregularities in the Public Distribution System (PDS). This operation was reported on Saturday, coinciding with the election period in the region.

According to sources, the searches were executed at around nine locations associated with suppliers and exporters in areas such as Kolkata, Burdwan, and Habra. Officials from the ED confirmed that these actions are part of their broader investigation related to the so-called “Bengal ration scam case,” which has drawn considerable attention.

The inquiry is rooted in a police FIR filed in October 2020 in Basirhat, following complaints from a deputy commissioner of customs at a land customs station. Allegations suggest a significant diversion of PDS wheat, which was originally intended for welfare programmes in the state.

Modus Operandi of Alleged Irregularities

The ED’s investigation has uncovered a systematic approach allegedly employed by the accused to misappropriately divert wheat meant for public distribution. The agency’s statement detailed how the wheat was acquired at lower prices through illicit channels involving collusion among suppliers, licensed distributors, dealers, and middlemen.

A substantial amount of the diverted wheat was reportedly aggregated at multiple unapproved locations. The accused allegedly took steps to obscure the origins of the food grains by removing or altering the original gunny bags, which typically bore markings from the Food Corporation of India (FCI) and the state government. In doing so, they purportedly rebranded the wheat as legitimate stock for export or for sale on the open market.

The ongoing investigation highlights the complexities of the scam, as the ED seeks to trace the flow of funds and uncover the extent of the alleged collusion among various parties. The implications of these activities may have far-reaching impacts on both the public distribution system and the welfare beneficiaries reliant on it.

Background and Previous Developments

The recent raids indicate that the investigation is entering a critical phase, taking place just days before the second round of voting for the West Bengal Assembly elections, which is slated for April 29, 2026. The first phase of voting occurred on April 23, 2026, making the timing of these actions particularly notable.

As the ED continues its probe, the situation remains dynamic, with potential repercussions for individuals involved in the alleged misappropriations and for the electoral process in West Bengal. Authorities are thus on high alert, monitoring developments closely in light of the sensitive political landscape.
