Delhi Government Launches Health Scheme for 2.70 Lakh Construction Workers

The CSR Journal Magazine

The Delhi Government has introduced a significant initiative aimed at safeguarding the health of construction workers and their families in the national capital. On June 24, an official announcement revealed that the Cabinet, led by Chief Minister Rekha Gupta, approved the ‘Delhi Building and Construction Workers Health Scheme’. This programme is designed to support the estimated 2.70 lakh registered construction workers and their dependants in Delhi.

The scheme is structured to benefit nearly 10 lakh individuals, offering comprehensive medical services at no cost. It aims to alleviate financial burdens by making the entire treatment process cashless for participants. Health services are expected to encompass a variety of medical needs, alongside annual health check-ups for workers and their families.

Key Features of the Health Initiative

Under the new health scheme, registered construction workers and their eligible family members, including spouses, children, and parents, will have access to free quality healthcare through a network of empanelled hospitals and mobile health units. Each worker will be entitled to medical treatment costs upto ₹2 lakh, while families can access benefits totalling ₹10 lakh. This financial support aims to significantly reduce out-of-pocket expenses for healthcare.

Annual health check-ups for workers and their spouses are also a critical part of the scheme, which will include outpatient and inpatient services, laboratory diagnostics, and emergency medical assistance. Moreover, mobile medical units are set to provide healthcare services directly at construction sites and other areas densely populated by workers.

The initiative will implement a modern beneficiary tracking system, alongside the creation of digital health records for all scheme enrolees, ensuring effective monitoring and transparency in service delivery. To further assist workers, a 24×7 toll-free helpline will be established.

Government’s Commitment to Workers’ Welfare

Gupta asserted that the Delhi Government is committed to enhancing the welfare of all societal segments, particularly the impoverished and underprivileged families. She reiterated that construction workers form the backbone of development in the capital and that their health and social security are paramount priorities.

The estimated annual expenditure for the scheme is around Rs 200 crore, reflecting the government’s dedication to improving the quality of life for this vulnerable segment of the population. The initiative also aligns with broader national programmes aimed at providing social and economic security for workers in India’s unorganised sector, with the support of various central government schemes.
