Bengaluru Introduces New Footpath Policy And Imposes Rs 1 Lakh Fine For Illegal Banners

The Karnataka government has declared its intention to implement a new footpath policy intended to ensure clear pedestrian passage throughout Bengaluru. Chief Minister DK Shivakumar made this announcement on Friday during a press briefing, where he emphasised the need to address rampant encroachments obstructing footpaths due to parked vehicles and unauthorised commercial activities.

The Chief Minister reported that the government is developing a comprehensive strategy to reclaim pedestrian walkways. He noted significant investments in footpath construction, but expressed concerns that they have been rendered nearly unusable due to illegal parking and business operations. Shivakumar underlined the necessity of identifying specific areas for street vendors to alleviate these issues, ensuring that footpaths remain accessible to the public.

Stringent Measures Against Illegal Banners

Alongside the footpath policy, the Chief Minister also highlighted the increasing troubles posed by illegal flex banners. He indicated that these signs have persisted despite numerous warnings issued by authorities. “Every party is guilty of it, including our own,” he remarked, clarifying that individuals whose names appear on unauthorised banners would be held responsible.

According to the proposed measures, penalties for displaying unauthorised flex banners could range from Rs 50,000 to Rs 1 lakh for each infringement. This action is seen as a necessary step towards regulating the visual clutter that such banners create in urban areas.

Shivakumar emphasised that while there is a formal system in place to allow for authorised advertisements through designated boards, acquiring permission for banners in unauthorised spaces is prohibited. This regulation aims to enhance the aesthetics and safety of urban environments.

Improving Urban Infrastructure in Bengaluru

The announcements regarding the new footpath policy and penalties for illegal banners come as part of the Karnataka government’s larger initiative to enhance urban infrastructure and civic management in Bengaluru. The government is focusing on improving pedestrian safety, regulating street vending, and tackling visual pollution stemming from unauthorised signage.
