West Bengal Chief Minister Suvendu Adhikari has characterised the Trinamool Congress (TMC) as “anti-women” after Member of Parliament Kalyan Banerjee was suspended for the remainder of the Monsoon Session of Parliament. This suspension came in response to allegations of improper conduct and disrespectful remarks directed towards women MPs during a parliamentary session.

During a media briefing in Hooghly on July 23, Adhikari referenced several incidents to underscore his position. He cited the RG Kar and Kasba Law College rape cases as examples of the alleged failures of the TMC in protecting women’s rights and safety. Adhikari claimed the TMC’s actions reflect a broader pattern of disregard for women within the state.

Adhikari also pointed out that the TMC had previously opposed the Constitution (131st Amendment) Bill, which aimed to establish a 33 per cent reservation for women in legislative bodies. “TMC is anti-women; everyone knows about this,” he stated, asserting that the party’s actions during their tenure validate his claims.

Kalyan Banerjee’s suspension was formally approved by the Lok Sabha in a motion passed on the previous day. This decision was prompted by a complaint lodged with Lok Sabha Speaker Om Birla, detailing Banerjee’s “unprecedented behaviour” while parliamentary business was actively taking place. Reports allege that he exhibited misogynistic behaviour by verbally assaulting members of the Nationalist Congress Party of India and Union Minister Bhupendra Yadav.

In response to the suspension, TMC MP Sougata Roy described the action as procedural injustice. He expressed concerns that the application of Rule 374(2) in this case sets a problematic precedent. According to Roy, the incident in question transpired while the House was not in formal session, rendering the motion questionable.

Roy further noted that the procedure followed in announcing Banerjee’s suspension was flawed. He highlighted that the incident being discussed occurred post-2 pm, at which point the acting chairman read the notice regarding Banerjee’s suspension. He stated that many present in the House at the time could not clearly comprehend what was being said, as microphones were off and no formal notice had been presented to Banerjee.

Opposition’s Stance on the Matter

The opposition, represented by Roy, has called for a review of the circumstances leading to Banerjee’s suspension. He argued that the lack of opportunity for Banerjee to defend himself undermines the integrity of the parliamentary process. Roy indicated that such actions could potentially infringe upon the democratic principles that govern the functioning of the Lok Sabha.

Roy also drew attention to the implications of setting a precedent where alleged incidents occurring outside formal session times could lead to suspensions, suggesting that it could threaten the rights of MPs. The joint opposition delegation is reportedly unified in its call for a re-evaluation of the decision.
