Rescue operations are currently being conducted at the Head Race Tunnel (HRT) of NHPC’s Teesta Stage-VI Hydroelectric Project in South Sikkim following a collapse that occurred on July 20. The site of the accident is located in Namchi district, where it is feared that at least 20 individuals may have lost their lives. So far, 13 bodies have been recovered from the site, with additional casualties reported.

Authorities have identified seven of the deceased, while five individuals are reportedly still missing. The search efforts faced setbacks initially due to the accumulation of mud and water within the tunnel, which obstructed access. However, these operations resumed with greater intensity on Wednesday as conditions improved within the site.

Rescue Efforts and Challenges

The National Disaster Response Force (NDRF) has been leading the rescue efforts, with Deputy Commander Vivek Kumar confirming the recovery of an additional body on Wednesday, bringing the official count to 13. The NDRF, along with a coal expert team from Asansol and other emergency response agencies, is actively searching for the remaining individuals trapped inside.

Despite extremely challenging conditions within the tunnel, the rescue teams continue to operate with determination to locate and retrieve any survivors. Personnel are facing significant difficulties due to the hazardous environment in the tunnel, which was filled with toxic gases after a reported methane gas explosion.

The incident has been classified as critical, and teams are utilizing all available resources to expedite the search and recovery process. The situation has been closely monitored by authorities, and teams are working around the clock to ensure that all possible efforts are made to find those still unaccounted for.

Government Response and Assistance

In the wake of the tragedy, Sikkim Chief Minister Prem Singh Tamang has announced financial assistance for the victims’ families. He stated that victims’ families would receive compensation, and a thorough investigation will be initiated to discern the cause of the incident. Should any negligence on the part of the executing company be established, strict actions will be taken.

Chief Minister Tamang addressed reporters at the site, detailing the rapid mobilisation of rescue agencies following the incident. He acknowledged the support and coordination among various agencies, highlighting the government’s commitment to resolving the situation efficiently.

Prime Minister Narendra Modi has also expressed concern over the incident and spoke with Chief Minister Tamang to ascertain the situation. The Prime Minister announced an ex gratia relief of Rs 2 lakh from the Prime Minister’s National Relief Fund for the families of each deceased and Rs 50,000 for those injured in the incident. This initiative aims to provide immediate financial relief to the affected families during this challenging time.
