Parliament is poised to engage in its first substantial legislative discourse during the Monsoon Session today, following a week characterised by disruptions over the NEET paper leak situation. The Lok Sabha is scheduled to deliberate on the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026.

Reports indicate that Speaker Om Birla’s outreach to various party leaders was instrumental in overcoming the deadlock. This outreach facilitated agreements among floor leaders to initiate discussions on the proposed Bill today.

This development follows an unsuccessful attempt on Monday when opposition members continued their protests, demanding an official government statement regarding police actions against students during the Cockroach Janta Party (CJP)-led ‘Chalo Sansad’ march at Jantar Mantar.

Speaker’s Efforts to Facilitate Consensus

According to parliamentary sources, Speaker Birla conducted extensive negotiations with leaders from multiple parties after the House faced frequent adjournments. Birla reportedly reminded members that the legislature was located to discuss Bills rather than raise slogans.

On Monday, he suspended proceedings until 5 pm to allow both the government and opposition time to address their differences and provided a six-hour window for the upcoming debate, with additional time available if needed.

This collaborative spirit reportedly led to a consensus among political factions to engage in discussions about the anti-paper leak legislation today, a noteworthy shift from previous routines of disruption.

Parliamentary Affairs Minister Kiren Rijiju underscored the importance of the proposed law, claiming it significantly pertains to the futures of millions of students, urging all members to engage constructively in the forthcoming debate.

Significance of the Proposed Legislation

The Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, introduced by Minister of State in the PMO Jitendra Singh, aims to enhance penalties related to organised examination fraud. This follows widespread protests triggered by the NEET paper leak incident, which ultimately led to the resignation of Education Minister Dharmendra Pradhan.

Among its major provisions, the legislation proposes a jail sentence of up to ten years for those engaged in organised paper leaks and fines reaching up to Rs 10 crore for severe malpractice. The government portrays this Bill as a robust response to the NEET controversy.

Previous anti-paper leak legislation enacted in 2024 serves as the foundation for this proposed amendment, aimed at safeguarding the integrity of public examinations amidst ongoing concerns regarding fairness and effectiveness.

Opposition’s Stance and Ongoing Tensions

Despite an overarching agreement on the necessity for more stringent anti-paper leak measures, the Opposition has conditioned its participation in parliamentary proceedings upon the government addressing allegations of excessive police force against protesting students.

Since the commencement of the Monsoon Session on July 20, both Houses have experienced repeated adjournments as opposition members demanded accountability concerning the police actions during the protests. In particular, the Opposition has sought a statement from Home Minister Amit Shah before resuming normal legislative activities.

As the debate approaches, it is recognised as a vital political moment following Pradhan’s resignation and an opportunity for both the government and the Opposition to articulate their perspectives. While the Centre aims to demonstrate its commitment to education reform through this Bill, the Opposition is poised to argue that systemic issues must also be addressed in conjunction with legislative reforms.
