Pakistan Using Rogue Telecom Signals to Support Terror Groups in Jammu and Kashmir?

The allegations surrounding Pakistan’s telecommunication practices highlight a significant breach of international regulations. Reports indicate that Pakistan is intentionally transmitting excessive cellular signals across the border into Jammu and Kashmir. This strategy appears aimed at providing clandestine communication networks for terrorist organisations active in the region, especially focusing on the Jammu area.

Recent observations underscore a noticeable increase in telecommunications infrastructure along the Line of Control (LoC) in Pakistan-occupied Kashmir (PoK). Officials noted a concentration of telecom towers situated strategically to extend their signal reach across the border, infiltrating Indian territory. The resulting communication access is particularly alarming as it reportedly penetrates various jails within Jammu, where hardened terrorists are detained.

The geographical landscape plays a crucial role in the signal transmission. While the mountainous terrain of the Kashmir Valley mitigates much of the unintended transmissions, the flatter plains of Jammu facilitate the signals, allowing them to extend into Indian territory with ease.

Challenges in Containing Illicit Communication

Reports reveal ongoing challenges for law enforcement and security agencies tasked with managing communication threats in Jammu and Kashmir. Despite the deployment of signal jammers at certain correctional facilities, these devices have been largely ineffective against the rogue signals being transmitted. Consequently, it is alleged that illicit communication methods are still operational within prison environments, particularly where smuggled mobile devices are involved.

Jammu and Kashmir has a total of 14 jails along with two correctional centres, emphasising the complex security situation in the region. The ongoing threat posed by cross-border telecom signals, coupled with the evolving technology landscape, stresses the need for upgraded countermeasures. Officials have called for the adoption of next-generation technologies that can effectively target and neutralise rogue communication devices. Traditional jammers may inadvertently impact nearby civilian populations, necessitating more sophisticated solutions.

Authorities assert that there are existing frameworks for combating such rogue communication networks. In previous efforts during 2019-20, security agencies focused on dismantling similar networks successfully by cracking encryption and identifying malicious transmissions. There is a confidence that the current communications will also face effective countermeasures.

Technological Implications of Rogue Signals

The technologies used in these rogue networks significantly complicate detection and disruption efforts by security agencies. Pakistan’s utilisation of Code-Division Multiple Access (CDMA) technology incorporates advanced encryption, specifically designed by a Chinese company for use in YSMS operations. The nature of this technology allows multiple signals to share a single transmission channel, which poses challenges for real-time electronic monitoring.

Security experts indicate that terrorist groups are leveraging YSMS services, which integrate smartphone capabilities with radio communications. This system aids encrypted, off-grid dialogue between individuals, allowing for constant communication between infiltrating units and local operatives in Jammu. Such methodologies are reportedly designed to circumvent interception by the Indian Army and Border Security Force.

The strategic installation of telecom towers by Pakistan along the border is reported as a direct violation of Article 45 of the Constitution of the International Telecommunication Union (ITU). This provision, upheld by the United Nations, mandates that member states take preventative measures against the transmission of misleading or excessive signals. The ITU’s Radiocommunication Bureau has previously reiterated that such illicit activities are prohibited, thus intensifying the scrutiny of Pakistan’s actions in this context.
