Nepal has officially requested India to recognise its National Identity Card as a valid travel document for Nepali citizens. This move could facilitate cross-border travel alongside the existing citizenship certificate and passport. A senior official confirmed this development on Sunday, noting that the proposal had been submitted to the Indian government through appropriate diplomatic channels.

According to Tika Ram Dhakal, spokesperson for the Department of Immigration, the proposal was directed to India’s Ministry of Foreign Affairs via Nepal’s Home Ministry. The Foreign Ministry has forwarded the request to relevant authorities in India. Dhakal stated, “We are in touch with the Indian Embassy in Kathmandu regarding the matter and are awaiting a formal response from the Indian side.”

If accepted, the National Identity Card would become the third permissible form of identification for Nepali citizens when travelling to India, whether by air or land. This addition aims to simplify travel procedures for Nepali nationals.

Current Travel Requirements for Nepali Citizens

At present, Nepali citizens wishing to travel to India, especially by air, are required to present either a citizenship certificate or a passport. Indian nationals visiting Nepal by air must possess either a passport or a voter identity card, as mandated by the Election Commission of India. The introduction of the National Identity Card would broaden the options for Nepali citizens, potentially streamlining the travel experience.

Dhakal expressed hope that India would respond positively and expeditiously to the request, allowing for smoother cross-border movement. Both nations maintain a close relationship, facilitated by their shared heritage and mutual interests.

The National Identity Card was introduced in Nepal in 2018 as part of a broader initiative to modernise public administration. It has since become mandatory for various services, including those in government offices and banking sectors. Additionally, there are plans to eventually replace the traditional citizenship certificate with this biometric identification document.

India and Nepal enjoy an open border, established under the 1950 India-Nepal Treaty of Peace and Friendship. This treaty allows citizens from both nations the freedom to travel and work across the border without needing a visa. However, specific identity documents remain necessary for air and road travel between the two countries.
