The National Democratic Alliance (NDA) Parliamentary Party is set to conduct its weekly ‘Mangal Milan’ meeting on July 28. The gathering will occur amidst a politically charged Monsoon Session, focusing on the ongoing discourse surrounding examination reforms and protests by the Opposition regarding alleged police actions against students. This meeting will commence at 9:30 am at the GMC Balayogi Auditorium within the Parliament Library Building.

This meeting comes in the wake of the introduction of the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026 in the Lok Sabha by Union Minister of State for Personnel, Public Grievances and Pensions, Jitendra Singh. This bill aims to enhance the legal framework combatting issues such as paper leaks and examination malpractices through significant amendments to the 2024 Act, despite intense opposition from various parties during its introduction.

Reportedly, intense sloganeering by opposition members led to the Lok Sabha being adjourned until 2 pm on the day the bill was presented. The NDA meeting will feature discussions aimed at addressing these prominent issues affecting the education sector.

Proposed Legislation and Its Implications

The proposed amendment bill includes seven key changes intended to strengthen the regulation against examination malpractices. These revisions involve setting up time-bound investigations and trials, establishing Special Fast-Track Courts, and appointing Special Public Prosecutors. The proposed measures also aim to implement enhanced punitive measures and increase financial penalties associated with educational misconduct.

This proposed framework intends to streamline the appeals process, thereby making it more efficient for handling cases related to examination irregularities. These reforms are part of a broader strategy to restore trust in public examinations and maintain the integrity of academic assessments across the country.

Several young Members of Parliament from the NDA are expected to participate in the discussions concerning the bill, including notable figures such as BJP MPs Bansuri Swaraj and Tejasvi Surya. Other anticipated speakers include representatives from both ally and opposition parties, showcasing a diverse array of perspectives and input on this crucial legislative matter.

Opposition Response and Government Position

The gathering carries additional significance given the ongoing disruptions in Parliament caused by the Opposition, which demands greater accountability from Union Home Minister Amit Shah regarding the alleged police action that took place during the ‘Sansad Chalo’ protest on July 20. The Opposition has expressed concerns about the government’s oversight of law enforcement during this period of social unrest.

During the previous ‘Mangal Milan’ meeting on July 21, Prime Minister Narendra Modi emphasised the government’s commitment to student welfare and denounced the politicisation of issues surrounding exam paper leaks. Following that meeting, Parliamentary Affairs Minister Kiren Rijiju reiterated the need for strict action against individuals involved in examination fraud, underlining the government’s priority of safeguarding students’ interests.

In addition to addressing educational reform, the Prime Minister also focused on farmers’ welfare during this forum, discussing newly signed Free Trade Agreements and their potential benefits. This intersection of interests highlights the government’s broader agenda of fostering development across multiple sectors while minimising disruptions to legislative processes.
