NBSTC Under Financial Strain Within a Month of Free Bus Travel Scheme for Women

The North Bengal State Transport Corporation (NBSTC) is facing mounting financial pressure barely a month after the launch of the state government’s free bus travel scheme for women, prompting the corporation to initiate steps to seek additional funds.

According to sources in the West Bengal Transport Department, nearly 60 percent of the subsidy allocated for the initial three-month period has already been spent in June alone. The corporation is currently drafting a formal proposal requesting fresh financial assistance to sustain operations.

The state government had allocated Rs 12.65 crore to compensate for revenue losses between June and August. However, approximately Rs 7.50 crore—almost 60 percent of the total amount—was utilised within the first month of the scheme’s implementation.

Scheme rolled out after election promise

The free travel initiative was a key electoral promise made by the BJP during the Assembly elections. After assuming power on May 4, Chief Minister Suvendu Adhikari reaffirmed during his swearing-in ceremony on May 9 that all campaign commitments would be fulfilled, following which the scheme was officially introduced.

The scheme came into effect on June 1, offering free bus travel to women across government-operated services.

Surge in ridership adds pressure

NBSTC officials reported a sharp rise in passenger numbers following the introduction of the scheme. Currently, more than one lakh passengers use NBSTC buses daily, with women accounting for nearly 80 percent of the total ridership.

Officials noted that demand for bus services in North Bengal has always been high, but the free travel benefit has significantly amplified usage.

The surge in ridership has led to severe overcrowding on several routes. According to officials, many male passengers are increasingly opting for alternative modes of transport as they struggle to secure seats.

At the same time, the number of women passengers continues to grow steadily, driven by the accessibility and cost advantage of the scheme.

Concerns over sustainability

Officials have raised concerns about the sustainability of the scheme if the current trend continues. With a significant portion of the subsidy already exhausted, there are fears that the remaining funds may not be sufficient to sustain services for even another month, let alone the full three-month period.

In response to the financial strain, the NBSTC is preparing to formally approach the Transport Department for additional subsidies. Officials expressed hope that timely allocation of fresh funds will ensure that the free bus travel scheme for women can continue without disruption.

The development highlights the growing fiscal pressure on state-run transport services amid increased demand and expanding welfare commitments.
