MCD Terminates Health Inspector Prince Mann Following Malviya Nagar Fire

The Municipal Corporation of Delhi (MCD) has terminated the contract of Assistant Public Health Inspector Prince Mann due to severe negligence related to the Malviya Nagar fire tragedy that resulted in the deaths of 23 individuals. Officials confirmed that this decision was made in light of investigative findings that deemed Mann’s conduct detrimental to public safety.

Investigation Findings and Delays

The tragic incident occurred on June 3, at the Flourish Inn hotel, where two foreign nationals later died from their injuries. Before this catastrophe, Mann had allegedly cleared the health license for the hotel just one day prior, raising questions about his diligence in regulatory duties.

An investigation by the MCD revealed that Mann had allowed a license application related to “Tea & Snacks (without seat)” to remain unresolved for an excessive duration of 78 days. This application had been initially assigned to him on March 17 but remained pending until June 2, a clear deviation from standard procedural timelines.

Inspections Conducted in a Compromised Manner

When Mann finally conducted a site inspection on June 2, it was reportedly done in a superficial manner that did not address significant discrepancies in the submitted documents. The office order detailed that Mann had knowingly overlooked substantial violations concerning the establishment’s operations.

The MCD noted that Mann recommended the approval of the health license based on what was described as a “false and misleading inspection report.” This led to the application being approved at the zonal level just before the fire incident, underscoring a significant failure in the MCD’s regulatory process.

After assessing these serious lapses, the Competent Authority determined that Mann’s behaviour showcased a total lack of integrity and gross negligence. Consequently, it was concluded that Mann was unfit for any position of responsibility within the organisation, prompting the decision to terminate his engagement immediately.

Administrative Compliance and Next Steps

The termination of Prince Mann has been promptly communicated to senior officials within the MCD, including the Deputy Commissioner of the South Zone and the District Health Officer. Their compliance with the decision has been mandated, ensuring that this action is executed without delay.

This incident represents a significant concern regarding public health oversight and regulatory practices within the MCD. As investigations continue, the emphasis on accountability and integrity in public service has been reaffirmed in light of the tragic loss of life resulting from the fire.
