India to Host BRICS Security Conclave in New Delhi Ahead of September Summit

India will host a crucial BRICS security conclave in New Delhi beginning Monday, bringing together National Security Advisers and senior security officials from member countries to deliberate on geopolitical developments and emerging security challenges.

The two-day meeting, to be chaired by National Security Adviser Ajit Doval, is expected to lay the groundwork for the BRICS Summit scheduled to be held in India in September. The discussions are likely to cover a range of traditional and non-traditional security issues affecting the international order.

Senior Officials From Member Nations to Attend

Chinese Foreign Minister Wang Yi and Russian Security Council Secretary Sergei Shoigu are among the prominent participants expected to attend the meeting.

Beijing has confirmed Wang’s participation, and he is also expected to hold bilateral talks with Doval on the sidelines of the conclave.

Officials familiar with the preparations said Iran’s Supreme National Security Council Deputy Secretary Nezamipour is also likely to participate in the discussions.

The meeting comes at a time when several global flashpoints continue to dominate international attention, with member countries expected to exchange views on their implications for regional and global stability.

Focus on Global Conflicts and Terrorism

The conflict in West Asia and the prolonged Russia-Ukraine war are expected to figure prominently during the deliberations.

Participants are also likely to discuss regional security developments in South Asia, including tensions between Pakistan and Afghanistan.

India is expected to raise concerns over terrorism, particularly cross-border terror activities in Jammu and Kashmir linked to groups operating from Pakistan.

According to the Ministry of External Affairs, “During the meeting, the National Security Advisers/Heads of Delegation of BRICS member countries will exchange views on the theme ‘Non-traditional security challenges confronting the world today’.”

The ministry said the officials would examine evolving threats arising from emerging technologies and their implications for national security frameworks.

Delegates are also expected to review the progress made by BRICS working groups dealing with counter-terrorism cooperation and issues related to information and communication technologies.

Expanded BRICS Bloc Gains Greater Influence

India is hosting the meeting in its capacity as the current chair of BRICS, which has undergone significant expansion in recent years.

Originally comprising Brazil, Russia, India, China and South Africa, the grouping admitted Egypt, Ethiopia, Iran and the United Arab Emirates in 2024, while Indonesia joined as a member in 2025.

The enlarged bloc now accounts for nearly half of the world’s population, around 40 per cent of global economic output and approximately a quarter of international trade.

The expansion has increased BRICS’ influence in discussions on global governance and economic cooperation.

Meeting Follows Divisions at Foreign Ministers’ Gathering

The security conclave comes months after BRICS foreign ministers met in May but failed to issue a joint statement because of differences among member countries.

Disagreements between Iran and the United Arab Emirates over developments in West Asia prevented consensus on certain issues.

As chair of the grouping, India instead released a chair’s statement and an outcome document following the meeting.

The New Delhi gathering is expected to provide an opportunity for member countries to narrow differences and strengthen coordination ahead of the BRICS Summit in September.
