Heavy Rain Causes Flooding in Mumbai’s Andheri Subway Ahead of Monsoon

The recent heavy pre-monsoon rain resulted in flooding at Mumbai’s Andheri subway on Wednesday morning, prompting the temporary closure of this vital east-west connection. The India Meteorological Department has forecasted that the southwest monsoon will reach Mumbai between June 5 and June 11, with reports indicating that the rain-bearing system has already made landfall in Kerala on the same day.

The flooding occurred prior to the official start of the monsoon, as certain western suburbs of Mumbai experienced intense rain in quick succession. Records show that Andheri received close to 49 mm of rainfall during the hour from 7 am to 8 am, while neighbouring Versova recorded an even higher total of 69 mm for the same period.

The waterlogging at the subway led to its closure from 7:40 am to 8:24 am, significantly disrupting traffic during the morning rush hour. Civic authorities responded by deploying dewatering pumps to remove the accumulated water, which allowed vehicular movement to resume after approximately 44 minutes.

Political Controversy Erupts Over Flooding Incident

The flooding quickly became a focal point of political controversy, with Aaditya Thackeray of the Shiv Sena (UBT) criticising the BJP-led civic administration. Thackeray alleged that the administration has failed to execute long-term measures for flood mitigation. In a statement on social media, he highlighted the discussions surrounding rainwater holding tanks, a project initiated during the previous Shiv Sena-led Brihanmumbai Municipal Corporation (BMC) administration.

He pointed out that chronic waterlogging areas in the city had been identified, and plans for “sponge city” solutions, which include the establishment of holding ponds for excess rainfall, were in place. Thackeray remarked that the two locations where holding tanks were prioritised had faced significant flooding for decades. He expressed astonishment that despite the BJP controlling the BMC for the past four years, vital projects such as rainwater holding tanks have not been realised.

The BJP countered Thackeray’s accusations, suggesting that the previous Shiv Sena-led administration focused more on contracts than on effective long-term solutions. Ameet Satam, the Mumbai BJP chief, stated that the flooding issue at Andheri subway differs structurally from other flood-prone areas like Milan Subway and Hindmata. He argued that the volume of water entering the Andheri subway is significantly high and that merely implementing holding ponds will not adequately resolve the problem.

Ongoing Challenges at Andheri Subway

Satam further elaborated that a previously proposed project involving holding ponds and a drainage diversion system was estimated to cost over Rs 500 crore while only reducing flooding by approximately 50 per cent. He asserted the need for a holistic and sustainable solution to protect the financial interests of the citizens of Mumbai, accusing the former regime of prioritising tenders instead of effective outcomes.

The recent flooding incident has once again brought attention to the recurring issues at the Andheri subway, which has long been recognised as one of Mumbai’s most flood-prone spots. Civic officials have repeatedly acknowledged the vulnerability of this low-lying subway during intense rain events and confirmed that a permanent solution to the flooding dilemma is still being considered.

As the monsoon season approaches, these ongoing challenges underscore the urgency for effective flood management strategies in Mumbai, highlighting the need for collaboration between political parties and civic authorities to address the concerns faced by its residents.
